A RESOLUTION TO AMEND LITTLE ROCK, ARK. RESOLUTION NO.
16,364 (JULY 2, 2024) TO AUTHORIZE THE CITY MANAGER TO
AMEND THE CONTRACT WITH ROARK, PERKINS, PERRY,
YELVINGTON, P.A., D/B/A RPPY ARCIDTECTS TO PROVIDE
ADDITIONAL ARCIDTECTURAL SERVICES TO INCLUDE
PROGRAMMING, SURVEYING AND GEOTECHNICAL SERVICES
FOR THE LITTLE ROCK DISTRICT COURTS BUILDING AND
LITTLE ROCK POLICE DEPARTMENT PROPERTY ROOM
PROJECT; AND FOR OTHER PURPOSES. 12 WHEREAS, the City's Request for Qualifications (RFQ), Bid No. 2071 was issued for Architectural 13 Services for the City of Little Rock's District Courts and Little Rock Police Department Property Room 14 Project; and, 15 WHEREAS, pursuant to this RFQ, the Selection Review Committee selected RPPY Architects 16 (RPPY) from the candidates submitting proposals, and a recommendation to select RPPY for this project 17 was submitted to the City Manager for approval; and, 18 WHEREAS, RPPY has the required professional skill and judgment, and is willing to work with the 19 City and the Construction Manager chosen for this project in a relationship of trust and cooperation, and 20 in accordance with Arkansas State Law and the City of Little Rock's Ordinance; and, 21 WHEREAS, the contract fee for the Architectural Services is eight percent (8%) of the Nine Million 22 Six Hundred Thousand Dollar ($9,600,000.00) total project budget and is anticipated not to exceed the 23 amount of Seven Hundred Sixty-Eight Thousand Dollars ($768,000.00); and, 24 WHEREAS, a contract amendment is necessary to add programming, surveying and geotechnical 25 services to provide a comprehensive design for an additional sum of Eighty-Seven Thousand Dollars 26 ($87,000.00) for an amended contract amount not to exceed Eight Hundred Fifty Five Thousand Dollars 27 ($855,000.00), plus applicable taxes and fees. 28 WHEREAS, in order to complete the project and to make the Little Rock District Courts Building 29 and Little Rock Police Department Property Room fully functional as quickly as possible, RPPY's 30 services will include Furniture, Furnishings and Equipment Design Services which includes, but is not 31 limited to, furniture design selections, furniture bid package review, ordering procurement, delivery 32 coordination, installation observation and coordination and punch out of all installed furniture for the 33 project; and, [Page 1 of2]
1 WHEREAS,City Staff will present to the City Board of Directors for approval the final Guaranteed
2 Maximum Price(GMP)for the project,the Architect's Fee, and the final costs and reimbursable expenses
3 for the architectural services of this project when a firm Construction Budget is established.
4 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
5 OF LITTLE ROCK,ARKANSAS:
6 Section 1. The Board of Directors hereby authorizes the City Manager to amend the Architectural
7 Services Agreement with RPPY Architects for Architectural Services to add programing, surveying and
8 geotechnical services for an additional sum of Eighty Seven Thousand Dollars ($87,000.00) for an
9 amended contract amount not to exceed Eight Hundred Fifty Five Thousand Dollars ($855,000.00), for
10 the construction of Little Rock District Courts Building and Little Rock Police Department Property
11 Room Project.
12 Section 2. RPPY Architects services will include Furniture, Furnishings and Equipment Design
13 Services.
14 Section 3. Funding for this project is available from District Courts Special Project, Account No.
15 B24D006-332409.
16 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
17 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
18 adjudication shall not affect the remaining portions of the resolution,which shall remain in full force and
19 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
20 resolution.
21 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
22 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
