The client is proposing to develop the site, located at the southwest corner of the intersection of Bass Pro Parkway and Otter Creek Road, as a travel plaza / fueling station. The site is currently used as an overflow parking area and is zoned C4. The proposed use as a fueling station is an allowed use for this zoning of C4. The proposed development of this site as a travel plaza / fueling station is an excellent use due to its location and proximity to major traffic routes. The general scope of the project is to remove any existing asphalt / concrete pavement and any utility service lines that are not required for this development and complete mass on -site grading as needed. Once the demolition and grading phases are completed, the proposed utilities will be installed, pavement (asphalt or concrete) will be placed along with five new drive entrances to provide connectivity to adjacent roadways. An 8,292 SF (approx.) travel plaza is proposed, as well as a trash pad / enclosure area, fuel pumps and canopies, truck scale, entrance signs and a freestanding pole sign. In our opinion, the proposed site plan conforms to current zoning regulations of required parking as well as required accessible parking, building setbacks, and landscaping. Proposed construction will be in accordance with City of Little Rock / ArDOT standards where required. The building and canopies will be designed per City of Little Rock standard for facade per the zoning requirements. Our facilities run parallel to Otter Creek Road in the Right -of -Way on the south side of the street and are not correctly identified on the proposed plat. Therefore, CNP request our natural gas facilities be located and surveyed so that they may be added to the proposed plat prior to approval.
