COPPER RUN PHASE III SUBDIVISION
AN ADDITION TO THE CITY OF LITTLE
ROCK, ARKANSAS
This Bill of Assurance of Copper Run, Phase III Subdivision, an Addition to the
s .--e,
City of Little Rock, Arkansas is executed this r day of , 2021, and is
made by Layman Lane LLC, an Arkansas Limited Liability Company, by Graham Smith, its
authorized member, duly authorized by appropriate resolution of the members of Layman Lane
LLC, hereinafter referred to as "Developer":
Developer caused to be filed in the Office of the Circuit Clerk and Ex-Officio
Recorder of Pulaski County, Arkansas, a certain Bill of Assurance Covenants and Restrictions
Copper Run, Phase II, an Addition to the City of Little Rock, Arkansas, as Instrument No.
2020046639 on July 24, 2020, same is hereafter referred to as Phase II Bill of Assurance and;
2. Developer hereby dedicates and declares the property described in Exhibit A
attached hereto and made a part hereof and incorporated herein as though specifically set forth
word for word, shall be held, transferred, sold, conveyed and occupied subject to the covenants,
restrictions, easements and charges as set forth in the Original Bill of Assurance, Covenants and
Restrictions, Copper Run, Phase II, an Addition to the City of Little Rock, Arkansas, Instrument
No. 2020046639 on July 24, 2020, and same are hereby incorporated herein as though set forth
word for word.
3. Developer has caused to be made a plat hereinafter referred to as "the "Plat", filed
herewith in the Plat Record Book as Instrument No. prepared
by Joe White & Associates, Inc. and by Joe D. White, Jr., Registered Professional Engineer, No.
7094, and showing a survey by Daniel W. Havner, Registered Land Surveyor, No. 1542, dated
the 2 day of 2021, and bearing a Certificate of Approval executed by the
Planning Commission of the City of Little Rock, Arkansas, and showing the boundaries and
dimensions of the property now being subdivided into lots, tracts and streets.
4. Developer, to the extent required, hereby donates, and dedicates to the public an
easement of way on, over and under the streets and rights of way on the Plat to be used and
utilized as public streets. In addition to the streets that are shown on the Plat, certain easements
for drainage and/or utilities which Developer hereby donates and dedicates to and for the use of
public utilities, without limiting the generality of the foregoing electric power, gas, telephone,
water, sewer and cable television with a right hereby granted to the persons, firms and
corporations engaged in supplying the utilities to use and occupy the easements and to have
ingress and egress therefrom for the installation, maintenance, repair and replacement of the
utility services.

5. The filing of this Bill of Assurance and Plat for record in the office of the Circuit
Clerk and Ex-Officio Recorder of Pulaski County, Arkansas, shall be a valid and complete
delivery and dedication of the streets and easements subject to the limitations herein set out.
6. The lands and property embraced in the Plat shall be forever known as:
COPPER RUN, PHASE III SUBDIVISION,
AN ADDITION TO THE CITY OF LITTLE ROCK, ARKANSAS
Lots 25-30 Block 1
Lots 68-74 Block 2
Lot 1 and Lots 14-26, Block 4
and any and every deed of conveyance of any lot so described shall be deemed to contain a
sufficient description thereof.
7. Tracts I and J as set forth on said Plat may be utilized for drainage, pedestrian
paths, trails, and landscaping with approval of Layman Lane LLC. City of Little Rock Municipal
Property Owner's Multipurpose Improvement District No. 2018-327 (Copper Run Recreation)
shall be responsible for the upkeep, maintenance and all expenses associated with Tracts I and J.

I have made a final inspection of the improvements and find that:

I have reviewed the plat and find that:
_ All streetlight installation, striping, signage and other traffic improvements have been constructed and are in
conformance with City requirements/standards.
X 2 street signs should be ordered and billed to developer. Work orders have been prepared for signage.
Certain improvements remain uncompleted and a pinch list has been prepared and sent.
Approved engineering drawings for streetlight system have been received and approved. Applicant is
responsible to furnish as -built drawings once streetlights have been installed.
