"A" DATE: March 14 2011 APPLICANT: Stephen I IcAteer, MacArthur Museum of Arkansas Military History ADDRESS: 503East Vinth COA REQUEST: Clan/icati n of the Area of Influence — Roosevelt Marker The Museum will be filing a Dertificate of Appropriateness for placement of a historical marker commemorating the 1905 ViE it by President Theodore Roosevelt to City Park at the southwest corner of the parade grounds, In the state legislation, it is mandated that the HDC set the Area of Influence for sending leg I notices to surrounding properties. The default distance of the Commission is 150 feet. If all of the properties were notified around the park, at least 45 properties and almost 200 p perty owners will be notified as shown on the sketch bottom left. (144 are owners of Ouapaw Towers alone.) This is everyone surrounding the entirety of the park including the Arkansas Highway Department. The commission was asked to review the notification for both signs at this hearing. He continued to present to the commission on the options fo the notifications: 150 feet around the entirety of the park, 150' around the location of the sigi is and all property fronting on 9th Street within 150' of the park. Staff has recommended notify ig the president of the Board of Directors of the Quapaw Towers instead of notifying all 160 owr ers. Commissioner Randy Ripley ornmented that he thought the intent was to protect property value or the perceived prope ty vale of the area. He continued that he did not know why someone on the south side o the park would have an issue with the sign in relation to their property value and that notif ing all of the property owners around the park was a lot of notification on a small item to r eet the letter of the law. He asked why 150'. Mr. Minyard stated that he had researched how i iany times the HDC had made modifications to the notification area and then summarized the n. All have occurred within the park boundaries. Debra Weldon of the City Atto ney's office stated that this is why the issues are on a case -by - case basis. She advised the c mmission to weigh the pros and cons of the issue at hand. Commissioner Julie Wiedower asked for her memory to be refreshed on the previous action concerning the plaza and side valks item and the rational of the notification. She asked if the existing sign was going to be r 9moved and the answer was yes. She asked if there had been any comments of questions fr m the neighborhood on the signs in the past and Mr. Minyard stated that he did not remembe, any. Qui stion About MacArthur Museum Signage Brian, I am preparing our application fair consideration of the proposed signage for the MacArthur Museum of Arkansas Military History and the Arkansas Ito san War Veterans Memorial by the Little Rock Historic District Commission at Its December meeting. I ambseu-et"S to be put on the agenda for the November meeting to ask the Commission for a limited'area of influence- for notitica ion.
