Who will be doing the certified mailings to the property owners? I
realized that if you go to the October 12th, you will need to notify all
property owners around the whole park. If you go to the November
meeting, I can ask the Commission to lessen the number of mailings.
they must decide the number of properties to notify in a public meeting.
The abstract company charges by the number of properties, so it can be
very beneficial to get the amount lessened. I will put you on the
October agenda to set the number of properties and on the November
agenda to hear the actual item.

The Arkansas Civil War Sesquicentennial Commission is seeking permission to place
Historic Arkansas Museum an Arkansas Civil War Sesquicentennial Historical Marker with the other markers
• located behind the MacArthur Museum of Arkansas Military History at 503 E. 9 h St.
Delta Cultural Center
This will be the first marker placed through this new historical marker program and will
focus on the February 1861 crisis in which the U.S. Arsenal, which now houses the
Mosaic Templars museums, was surrounded by militiamen from around the state, almost precipitating the
Cultural Center start of the war. If all goes well, we hope to place the marker in February 2010. The
commission ultimately hopes to have at least one marker in each of the state's 75
Old State House Museum counties.

The marker would be located south of the museum along the outside perimeter of the parade grounds. This is the
area designated for historical markers with a military theme and is where we moved the Dodd marker earlier this

Brian, the installed marker will be approximately six feet tall. The back of the sign will have text (its up to
the sponsor to decide whether both sides will have the same text, or if there will be different text on each
side). The pole will be aluminum; I do not have an image of it, but it will be octagonal. Stephan, could you
let Brian know where the marker will be located?

Hey, Brian.
It was nice seeing you at the Sandwiching in History tour. As we discussed, the Arkansas Civil War
Sesquicentennial Commission is hoping to place the first marker in its historical marker program at
the MacArthur Museum of Arkansas Military History in recognition of the 1861 Arsenal Crisis. The
goal is to have the marker in place by February of 2010, and to kick off the entire marker program
from there.
We are currently in the process of seeking requests for proposals for the marker manufacturer and
therefore cannot predict the precise final design for the markers. However, they will be cast
aluminum, approximately 42" x 30" in size, will feature the commission logo, and will be placed atop
an octagonal pole.
Our marker program contractors prepared the mock-up below based on one of the designs of one of
the possible fabricators (a firm that, incidentally, created markers for the Civil War Centennial back
in the 1960s). The ACWSC markers will look very similar to this, and will definitely have the gold
letter on black background design. Please let me know if this is enough for the HDC to work from, or
whether I should wait until next month. Thanks!

THE BATTLE OF MAYSVILLE
The Battle of Maysville took place on Oct. 22,
1862. While Gen. James G . Blunt was encamped
'on the old Pea Midge battlefield, word came that
Gen. Douglas. H. Cooper and Col. Stand Watie's
Indian regiment were at old port Wayne, across the
line from. Maysville. On October 20, Blunt
advanced his. 2nd and 3rd brigades to Bentonville.
The next day they moved toward Maysville. They
found the Confederates lined up on the edge of
some woods 1l4 mile from town. The Confederates
retreated before. Blunt's superior Union force.

The 28th is good for us. Regarding the historical marker program. I will need the final design as soon as
possible so I can try to get it approved by the Little Rock Historic ❑istnct Commission. The deadlines for
submitting the design for approval by the HCD in the next couple of months are: September 11 for the October
12 meeting and October 9 for the November 9 meeting, The design can be emailed directly to
bminyard@littlerock.org . We do not need to know the final verbiage, but Brian will need specifics such as
material, mounting technique, dimensions and suggested location_ I will recommend the marker to be placed
behind the Arsenal Building around the perimeter of the old parade grounds. This area has been identified in the
