Arkansas Civil War Sesquicentennial Marker Specifications
October 2009

1. Size and Design:
a. Markers shall be approximately 30" high by 42" wide as to main lettering area. The top of the
marker shall have a decretive finial with an 11" round crest centered with ornate scrolls on either
side. A reasonably true color reproduction of the Arkansas Civil War Sesquicentennial logo
provided by the Department of Arkansas Heritage shall appear at the top of each marker,
approximately 10 inches in diameter. Overall size of the marker shall be 41-3/8" inches by 45-
5/8" wide. The marker must be cast integrally as one solid piece with no inlay. Design must
conform to markers previously installed by Arkansas Civil War Commission.
b. The marker rail shall be cast integrally with the marker and extend entirely around the main
panel. At 2/3 the height of the main lettering area the rail shall be widened about 3/4", and at 1/3
the height of the main lettering area the rail shall be widened again an additional 3/4", thus creating
a buttress effect and giving adequate strength to the marker. These buttress members shall show
proper reveals to give architectural beauty.
c. These buttress rails shall extend across the bottom of the marker and shall be so designed so
that the mounting cap, further described, can be welded on.
d. Marker rail shall be at least 7/8" thick after milling, and main lettering area shall be at least
1/4" thick in the thinnest section. Adequate steps shall be taken by the manufacturer to eliminate
shrinkage strains between thick and thin sections of all castings, and all blow holes or other
imperfections shall be removed or filled in such a manner as to be permanent and not show in the
finished product.
e. The outside rails shall be smooth texture and the main lettering area shall be leatherette texture.
No substitutions will be permitted.
f. The background of the main lettering area shall not have any raised areas or pattern seams.
2. Material
Markers specified shall be cast of ingot aluminum stock listed by the Aluminum Company of
America as No. 43 or equal.
3. Logo in Crest Finial
Within the crest finial shall be cast the "Arkansas Civil War Sesquicentennial" on both sides of
the marker. The seal will be hand painted as specified. Camera-ready artwork for this logo will
be supplied by the Department of Arkansas Heritage.
4. Lettering and Art
a. Lettering shall be cast integrally with marker. Letter style shall conform exactly to that
displayed by existing Arkansas Civil War historical markers previously cast and to specific
directions and samples supplied by the Department of Arkansas Heritage with orders. Caption
shall be in Upper Case Letters. Message shall be in Upper and Lower case letters.
b. Letter size in title lines and narrative shall be no less than 1" and no more than 2". Narrative
shall be written by the Department of Arkansas Heritage to conform to this size limitation.
c. A credit line across the bottom shall be in upper case 1/2" letters, conforming to style in
existing markers.
d. Letter faces and any art work shall be milled to a common plane.
e. Copy for markers will be furnished by the Department of Arkansas Heritage. Text differences
between the manufactured marker and the copy furnished by the Department of Arkansas
Heritage will be corrected without added expense to the State of Arkansas.
5. Finish
a. Before applying any finish the marker shall be completely degreased by standard approved
methods.
b. First coat shall be a metal conditioning wash coat. Second coat shall be zinc chromate primer.
c. Third and fourth coats shall be alkyd baking enamel, in a black color approved by the
Department of Arkansas Heritage. Third and fourth coats shall be baked individually in approved
oven under controlled conditions.
d. All lettering relief shall be genuine 22kt Italian or German gold leaf and shall be applied in
such a manner as to adhere permanently. No gold substitute or imitation is to be used.
7. Mounting Post
a. Post shall be octagonal in shape, measuring 4 inches across flat.
b. Posts shall be a minimum of 7 feet in length to provide for not less than 3 foot insertion in the
ground, and not less than 48 inches between the lower edge of the marker and the grade.
c. Posts shall be of extruded aluminum with a honeycomb interior. Post walls shall be no less than
1/8" thick.
d. Posts shall be degreased and painted with 2 coats alkyd baking enamel aluminum in color.
e. Mount uses extended octagonal cap and wing construction with two courses of set screws.
8. Mounting Bracket
a. A wing cap post assembly shall be cast as a unit and welded to the bottom edge of the marker.
This bracket must be cored to fit the post specified in Section 7.
b. The mounting bracket must be drilled and tapped for two rows of (4) 3/8" stainless steel Allen
set screws equally spaced around the bracket. The first row of (4) set screws shall be '/2" from the
bottom of the bracket and the second row of (4) shall be approximately 2-3/4" from the bottom of
the bracket. The set screws in the second row shall be staggered so as not to lie directly above
those in the first row. All set screws shall be located such that they will firmly contact post. Finish
shall be black alkyd baking enamel.
9. Delivery
a. Prices quoted on markers and posts shall include delivery to all points within Arkansas.
b. Delivery of markers and posts shall be no later than eight to ten calendar weeks from vendor
receipt of order.
c. Vendor shall provide confirmation of order and firm delivery date to the Department of
Arkansas Heritage no later than ten working days from vendor receipt of order.
10. Warranty
Vendor must supply Department of Arkansas Heritage, as part of this request for quotation, with
a statement of warranty limits for the markers provided under this Quantity Purchase Agreement.
11. References
Vendor must provide 3 references for which similar type and quality markers were produced;
specifically using 22k gold leaf lettering.
12. Sample
Qualified vendors shall design, manufacture, and deliver an actual marker at no cost to the
Department of Arkansas Heritage for inspection prior to awarding this contract. Sample shall be
used as the 1" marker under contract to winning vendor. All samples provided for review shall
become property of the Department of Arkansas Heritage.
13. Bid Award
Vender with best price and approved sample will be awarded the contract.

The Arkansas Civil War
Sesquicentennial
Commission will be filing a
Certificate of Appropriateness
for a commemorative plaque
to be placed in the parade
grounds of MacArthur Park.
In the state legislation, it
mandates that the HDC set
the Area of Influence for
sending legal notices to
surrounding properties. If all
of the properties were notified
within 150 feet as usual, at
least 45 properties will be
notified as shown on the
sketch top right. This is
everyone surrounding the
entirety of the park including
the Arkansas Highway
Department.
