application will be held by the Historic District Commission in the Board of Directors Chambers,
City Hall, second floor, 500 W. Markham Street on (date) e-w% at 5:00 p.m.
ALL PARTIES IN INTEREST MAY APPEAR and be heard at said time and place or may notify
the Little Rock Historic District Commission of their views on this matter by letter. All persons
interested in this request are invited to call or visit the Department of Planning and
Development to review the application with Commission Staff.
Instructions for applicant: Please return the completed form and signed affidavit, UNCUT, to staff no later than

The sixteen benches that were included as part of the North Lawn renovation were
approved by the HDC. If we decided to replace other benches within the park (wooden ones
that are rotting and NOT historic), do we have to go before the HDC for approval if we use
the same design as the ones on the North Plaza?

I very much support the first phase implementation of the MacArthur park Master plan.
The elements proposed seem to be in compliance with the Sec. of the Interior's
Standards for protecting Cultural Landscapes and all additions, including paving, lights
and plants are very complementary to both the historical and the contemporary aspects
and uses of the Park. In that the Master Plan for the Park and the improvements to the
Fountain have both been previously approved it is my hope that this project can be
approved quickly so that construction can begin in the Spring. We all feel that the
improved lighting and upgraded amenities will be great assets to us as we work to
improve the quality of live in the neighborhood, Thanks for your help.

Concerning your e-mail response of today for this project.
1. A final epoxy color has not been selected as an accent color for this project but we'd be
glad to review with you the color selected.
2. The changes to the Crescent Drive will only be constructed after receiving the required
approval. An HDC Review of this matter may be connected to the present developing
Review for the MacArthur Site Sign or handled individually.
3. We appreciate your approval of the bench design for the project.
4. Concerning the light poles and project accessibility: The lamps for the light poles are 150
Watt Metal Halide which is a step down from 175 Watt bulbs previously used and
suggested. We are continuing to review other possible bulb and fixture types such as L.E.D.
that do not affect the historic design of the fixture. Since, we are very familiar with these
light pole fixtures we feel fairly comfortable judging fixture placement and bulb wattage. We
are however, sharing this plaza, fixture layout with the lighting vendor and will utilize any
and all information or photometrics developed. We do agree that the realistic light level
needs to be in that security or secure range-
5. We will address Tom Carpenter's comment to an approval by the City's ADA Committee by
contacting Odies Wilson, the ADA Coordinator at 371-4510 (from LR website). The design
is ADA accessible and we'll probably present and explain drawings of the overall plan and
design to the coordinator, if that's their format and ask for approval.

Thanks for the emails yesterday
Concerning the construction Bid Response memo dated August 17, 2010, all of the concerns have been met
and addressed. Please send me a note on what color will be used on the epoxy finish before you contract for
those services. I think that there is a large spectrum of colors that would be appropriate for the surfaces. In
that memo, you stated that the changes to the crescent drive could be handled if necessary through another
HDC review. I understand this to mean that you will not be doing any work on the crescent drive with this
project. Is this correct?
Concerning the bench design submitted in an July 30, 2010 email, the design is approved as submitted in the
photo attached.
Concerning this submittal of the Light fixture via email on 8/18/2010, the motion that was made by the
commission stated: "Commissioner Wood made a motion to approve the COA with recommendations of staff
and assurances that all parts of projects to be assessable and useable by disabled individuals and lighting be
energy efficient. Commissioner Wiedower seconded. The motion passed with 5 ayes. " The motion stated
"energy efficient" but that term is fairly nebulous. Will your light salesman do a lighting plan with photometrics
to make sure that you have the minimum footcandles required but not overdoing it with super huge wattage on
the light bulbs? This area does not need to be like an operating room nor tennis court.
Tom Carpenter, who was the legal staff at the HDC meeting that night, stated that the plans would have to be
approved by an ADA committee that is within the city. I do not have a contact person for that group.
Please contact we after you check with your lighting representative as to whether they con provide a lighting
plan for this project. Also, let me know when you have been approved by the ADA committee.

Subject: MacArthur Parks Plaza construction documents review

A number of questions have arisen when I checked what had been approved for the
improvements versus what had been shown in the construction documents:
North Plaza:
Less perimeter brick - in patches versus a continual ring of brick.
• Two less benches than shown.
North Plaza:
Less perimeter brick - in patches versus a continual ring of brick.
More detailed brick banding around pool.
• Two less 16' tall lights than shown.
• Overall size of plaza has increased from 65' as approved to 98' as submitted.
Graphically, it appears to be same size, but dimensions are different.
• Option 2 is definitely not buildable; it is too different from the approved version.
South Plaza:
• Less perimeter brick - in patches versus a continual ring of brick.
• One 16' tall light in center rather than two lights on each side.
Crescent Drive:
• Raising height of drive, narrowing drive, adding bollards, etc. has not been
approved.
On all areas, what is the difference between "colored epoxy finish @broom finished
concrete" versus "concrete with broom finish". I assume the latter is plain broom finish
concrete, but you need to specify what the former is with color samples and textures.
If Option #2 is desired to be built, and or the raising and narrowing of the crescent drive,
this will require a hearing at the HDC for the revised plan.
Please contact me concerning the above -mentioned items at 371-4789. 1 believe that
most of these could be resolved without a hearing before the HDC.

In response to some of your questions concerning the approved improvements for the project
versus what is shown in the construction documents. Most changes are in response to costs
saving measures, as well as, improvements to the overall design.
North Plaza:
1. Less brick is represented at the perimeter of the plaza (not continuous at the perimeter)
as a cost saving measure, as well as, a revised design element introducing concrete
paved areas for the bench locations. Also, the concrete areas provide a secure area to
anchor the benches with little concern of damaging the brick detailing at the perimeter.
2. Fewer benches are shown and will be installed initially, but ample room is available for
additional benches in the future.
Main Plaza
1. Item #1 & #2 of the North Plaza applies.
2. Actually, we felt the detailing is the same or representative of the brick that is around the
fountain. No excessive detailing was intended, however, we can look at that together.
3. Less light fixtures are shown but it was felt that the 4 light poles indicated would provide
satisfactory lighting for the plaza and not overpower the front of the museum. Also, the
option of adding lighting through a two standard bracket for an additional globe is
available if lighting proves inadequate.
4. The initial graphic scale of the drawings was incorrect and therefore dimensions where
off. The 98 foot plaza dimension is correct for the concept design when adjusted to real
world conditions or the actual site. However, the 65 or actually 70 foot dimension for the
plaza feels more correct when laid out on the site. This also affected the plaza layout
around the existing fountain (the Option 2 plaza design) which is different from the
continuous circle plaza but still attractive and functional.
5. We appreciate your additional review and approval of the Option 2 plaza design. This
design was developed because of the comments in item #5 above along with
considerations of costs.
South Plaza:
1. Item #1 & #2 of the North Plaza applies.
2. One light fixture is shown in the center of the plaza which is existing. In review of the site
this is a costs saving move and prevents the possibility of adversely disturbing the wiring
of the existing Crescent Drive lighting. Also, the existing lighting is satisfactory for the
immediate area.

Crescent Drive
1. Raising of the drive to curb height, new bollards and narrowing the drive could be
handled if necessary through another HDC review.
All concrete surfaces are to be a broom finished texture. The epoxy finish is to be applied to the
concrete surface in certain locations for color accent and the color can be reviewed with staff for
approval.
We hope our comments are informative and we will look to proceed with the project as noted on
the drawings and as outlined above. We appreciate the help and assistance that staff has
provided in the development of this project.

I very much support the first phase implementation of the MacArthur park Master plan.
The elements proposed seem to be in compliance with the Sec. of the Interior's
Standards for protecting Cultural Landscapes and all additions, including paving, lights
and plants are very complementary to both the historical and the contemporary aspects
and uses of the Park. In that the Master Plan for the Park and the improvements to the
Fountain have both been previously approved it is my hope that this project can be
approved quickly so that construction can begin in the Spring. We all feel that the
improved lighting and upgraded amenities will be great assets to us as we work to
improve the quality of live in the neighborhood, Thanks for your help.

Please accept this as a letter of recommendation for the Historic District Commission to grant a
Certificate of Appropriateness to the proposed changes to the North Lawn of MacArthur Park.
All of the proposed changes will encourage more people to use the Park by enhancing the entrances,
improving the walkways, restoring the fountain and encircling it with benches and
landscaping. Everything will direct attention to the Arsenal Building, while providing space for active
or passive enjoyment of the North Lawn.
This first step toward implementing the MacArthur Park Master Plan will attract favorable attention
to Little Rock's first city park, the centerpiece of the MacArthur Park Historic District.
