I have made a final inspection of the improvements and find that:

I have reviewed the plat and find that:
All streetlight installation, striping, signage and other traffic improvements have been constructed and are in
conformance with City requirements/standards.
street signs should be ordered and billed to developer. Work orders have been prepared for signage.
Certain improvements remain uncompleted and a punch list has been prepared and sent.
Approved engineering drawings for streetlight system have been received and approved. Applicant is
responsible to furnish as -built drawings once streetlights have been installed.

I have reviewed the file for this matter and find that:
The maintenance bond has been submitted and it is the proper type and amount.
Financial assurance for the uncompleted improvements listed above has been received.

In 1999 we required a 20' wide utility easement be retained for the 24" main that runs through this property. I suspect it
is listed on deed record book H, Page 30 in the office of the recorder of Pulaski County, Arkansas. Do you have a copy of
that plat you can email me? I've attached the documentation I have pertaining to this project. Central Arkansas Water
will require that easement be retained or put in place if it was not at the time of the original request.

We have an additional sewer main running southwest out of manhole 13HO43 to 018, for which an easement must be
retained if the main is to stay in service. The manholes indicated by 800 numbers are private, as are the mains between
the 800-series manholes and the 2-digit numbered manholes.

Upon review of the proposed final plat of the Acxiom property attached, Centerpoint Energy will require a twenty foot
(20') wide easement in the alley (previously Sherman Street) extending from E. 3rd Street to E. 4th Street, between River
Market Ave and Interstate 30 Frontage Road. Please see attached facility map for the area showing Centerpoint Energy
facilities in this location. Centerpoint Energy currently serves natural gas to the Acxiom building from 2" IP PLA shown in
the alley.

Attached is the updated plat with all of the survey information turned on. We extended the line we had located at 4th Street
straight to the transformer, as you described in our phone conversation. Then I added the additional area to the easement
down the drive to go around the transformer and 2' off of the building (about as close as I can go). Please review and
send an approval email Thursday morning, unless you have additional questions.

Attached is one copy of the plat (1) with survey information turned on for reference. The other copy (2) is the basic final
plat that will be filed to recombine the many existing small lots into two larger lots. ArkUps located one line within the
property line at the east side of the building, that we added a 12 foot easement for. This is about as close as I can get to
the building. ArkUps also located two other lines in the right-of-way for what used to be Ferry Street. All lines were
identified as UGFO. The old CLR right-of-way still exists between this property and where AHTD acquired right-of-way for
the frontage road.
Paul is going to check into this further tomorrow and said he would review with you. I would appreciate it if you guys could
call to discuss and clarify if anything else is needed. I am confused about his statement regarding granting easements
within street right-of-way.
I'm in a rush for time on this one but I want to be sure you guys are covered.

AT&T is in agreement with the proposed re -plat of the subject property under the following conditions.
For all of AT&T's facilities which now exist in the right-of-way of the subject property, a minimum ten
foot (10') easement five feet (6) on either side of the facilities, as placed, shall be dedicated.
