3 A RESOLUTION TO AMEND LITTLE ROCK, ARK. RESOLUTION NO.
4 9,138 (APRIL 5, 1994) TO CHANGE THE STATUS OF CHANGCHUN,
5 CHINA TO A FRIENDSHIP CITY; AND FOR OTHER PURPOSES.

7 WHEREAS,in Little Rock,Ark.,Resolution No.9,138(April 5, 1994),the Board of Directors adopted
8 Changchun,China as a sister city of the City of Little Rock("City");and,
9 WHEREAS, during the Regular Session in 2025, the Arkansas State Legislature passed House Bill
10 1352,which upon Governor Sarah Sanders' signature became Act 937;and,
11 WHEREAS, Act 937 prohibits an Arkansas municipality from having a sister city which is part of or
12 subject to a government that is created or organized under the laws of a foreign government within a country
13 subject to International Traffic in Arms Regulations;and,
14 WHEREAS,China is a country which is subject to International Traffic in Arms Regulations; and,
15 WHEREAS,the status of Changchun, China should be changed from that of a sister city to that of a
16 friendship city;and,
17 WHEREAS, the Sisters City Commission endorsed the change in status of Changchun, China from
18 that of a sister city to that of a friendship city in order to comply with Arkansas law at its meeting on June
19 16,2025.
20 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1.The Board of Directors hereby adopts the city of Changchun,China as a friendship city and
23 revokes its status as a sister city.
24 Section 2. The Mayor and the City Clerk are authorized to enter into any written documents or
25 agreements necessary to reflect this change of status.
26 Section 3.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word
27 of this resolution is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication
28 shall not affect the remaining portions of this resolution,which shall remain in full force and effect as if the
29 portion so declared or adjudged invalid or unconstitutional were not originally a part of the resolution.
30 Section 4.Repealer.All laws,ordinances and resolutions,or parts of the same,including but not limited
31 to Little Rock,Ark.,Resolution No. 9,138(April 5, 1994),that are inconsistent with the provisions of this
32 resolution,are hereby repealed to the extent of such inconsistency.
