HomeMy WebLinkAbout16752 1 RESOLUTION NO. 16,752 2 3 A RESOLUTION APPROVING THE SUBMISSION OF THE COMMU- 4 NITY DEVELOPMENT BLOCK DISASTER RECOVERY(CDBG-DR)AC- 5 TION PLAN ("ACTION PLAN") TO THE DEPARTMENT OF HOUSING 6 AND URBAN DEVELOPMENT (HUD) IN RESPONSE TO THE 2023 TOR- 7 DANO DISASTER; AND FOR OTHER PURPOSES. 8 9 WHEREAS, the City of Little Rock ("City") experienced significant damage due to a federally de- 10 Glared disaster event that occurred on March 31,2023;and, 11 WHEREAS,the Disaster Relief Supplemental Appropriations Act of 2025 (Public Law 118-158)ap- 12 proved on December 21, 2024, makes available an allocation of Community Development Block Grant 13 Disaster Recovery("CDBG-DR") funds for applicable jurisdictions;and, 14 WHEREAS, the U.S. Department of Housing and Urban Development(HUD)has allocated Twenty 15 Million Eight Hundred Ninety-Five Thousand and 00/100($20,895,000.00)in CDBG-DR funds to the City 16 for eligible activities that address necessary expenses related to disaster relief, long-term recovery,restora- 17 tion of infrastructure and housing,economic revitalization,and mitigation,pursuant to Title I of the Hous- 18 ing and Community Development Act of 1974(42 U.S.C. 5301 et seq.); and, 19 WHEREAS, the CDBG-DR Action Plan details the City's strategy for addressing unmet recovery 20 needs,including allocation of CDBG-DR funds across eligible activities,and was developed in compliance 21 with federal requirements, including provisions for public input,transparency,and accountability. 22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 23 OF LITTLE ROCK,ARKANSAS: 24 Section 1. The Board of Directors approves the submission of the CDBG-DR Action Plan to the U.S. 25 Department of Housing and Urban Development in accordance with the requirements of Title I of the Hous- 26 ing and Community Development Act of 1974(42 U.S.C. 5301 et. seq.). 27 Section 2. The CDBG-DR Action Plan will be submitted in accordance with the requirements pro- 28 vided in Federal Register Vol.90,No.4759,January 8,2025 (the"Universal Notice"),as amended and the 29 Disaster Relief Supplemental Appropriations Act,2025 (Public Law 118-158)approved on December 21, 30 2024. 31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju- 33 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect 34 as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the reso- 35 lution.
