HomeMy WebLinkAbout16751 1 RESOLUTION NO. 16,751 2 3 A RESOLUTION TO APPROVE THE SUBMISSION OF THE 2025 AC- 4 TION PLAN TO THE DEPARTMENT OF HOUSING AND URBAN DE- 5 VELOPMENT FOR THE USES OF THE CDBG,HOME,AND HOPWA EN- 6 TITLEMENT FUNDS; AND TO AUTHORIZE THE CITY MANAGER TO 7 EXECUTE AGREEMENTS WITH THE APPLICANTS IN THE ACTION 8 PLAN; AND FOR OTHER PURPOSES. 9 10 WHEREAS,the City of Little Rock(the"City")has access to Community Development Block Grant 11 ("CDBG"),HOME Investment Partnerships("HOME"),and Housing Opportunities for Persons with AIDS 12 ("HOPWA") Funds on an annual basis; and, 13 WHEREAS, the use of these funds mandates that an Action Plan be submitted to the United States 14 Department of Housing and Urban Development("HUD") by November 15, 2024, for the Program Year 15 beginning January 1,2025,in accordance with Title 1 of the Cranston-Gonzalez National Affordable Hous- 16 ing Act of 1990; however, HUD is allowing grantees to submit to the HUD Field Offices after November 17 15, 2024; and, 18 WHEREAS,the City's CDBG,HOME,and HOPWA entitlement funds,along with projected program 19 income for the 2025 Program Year, total $4,002,028.13, pursuant to Little Rock, Ark., Resolution No. 20 16,728 (May 20, 2025) see Exhibit A. The final HUD entitlement funds, along with projected program 21 income for the 2025 Program Year, total $4,035,056.68, pursuant to Little Rock, Ark., Resolution No. 22 16,738 (June 17,2025)see Exhibit B; and, 23 WHEREAS,after extensive public discussion and citizen participation, including neighborhood meet- 24 ings,and a public hearing,a plan has been developed for submission. 25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 26 OF LITTLE ROCK,ARKANSAS: 27 Section 1. The Board of Directors approves the submission of the 2025 Annual Action Plan for 28 CDBG, HOME,and HOPWA Entitlement Funds to the U.S. Department of Housing and Urban Develop- 29 ment in accordance with the requirements of Title 1 of the Cranston-Gonzalez National Affordable Housing 30 Act of 1990. 31 Section 2.The projected uses of these funds were approved by Little Rock,Ark.,Resolution No. 16,738 32 (June 17,2025). 33 Section 3. The Board of Directors hereby authorizes the City Manager to enter into agreements with 34 the applicants in the Action Plan. [Page I of 8] 1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju- 3 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect 4 as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the reso- 5 lution. 6 Section 5. Repealer. HOME AND IIOPWA FUNDS FROM 5 THE UNITED STATES DEPARTMENT OF HOUSING & URBAN 6 DEVELOPMENT;AND FOR OTHER PURPOSES. 7 8 WHEREAS, as a Regulator) Requirement, a public hearing must be conducted regarding the 9 proposed uses of 2025 Community Development Block Grant(CDBG),IK)ME Investment Partnerships 10 (HOME)and Housing Opportunities for Persons With AIDS(IIOPWA)Funds,which the('it' anticipates 11 receiving from the United States Department of Ilousing and Urban Descksprrrent:and 12 W'HEREAS. the City's projected 2025 Entitlement total of three Million, three Hundred two 13 Thousand. three Hundred Seventy-Seven and 57/100 Dollars ($3302.377.57) , Two Hundred 14 Seventy-Three Thousand (271000.00) in reallocated funds, and Four Hundred Twenty-Six IS Thousand Six Hundred Filly and 56/100 Dollars (S426.650.56) in 2024 program income funds 16 added to the entitlements; thereby making the total expected amount of Four Million. Two 17 Thousand,Twenty-flight and 13/100I)ollars(S4,002,028.13):and 18 WHEREAS, the proposed uses of the City's 2025 entitlement funds were developed with 19 extensive citizen participation, including one (1) public hearing and four (4) public meetings 20 throughout the City and a sixteen(16)member Consolidated Planning Committee; and prior to 21 this public hearing,the Consolidated Planning Committee have developed a slate of projects to 22 recommend for Board approval so that the public hearing will give citizens an additional 23 opportunity to rev icw and comment on the proposed uses of the 2025 CDBG. HOME and 24 IIOPWA funding;and 25 WHEREAS,the Consolidated Planning Committee will submit an allocation of funds as its 26 recommendation to the Board. 27 NOW.THEREFORE.BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 28 OF LITTLE ROCK,ARKANSAS: 29 Section I: The 2025 Consolidated Planning Proposed Sources and Uses of Funding is attached as 30 Exhibit A. 31 Section 2:Srrwrahilim'.
