Dear Charles,
We are providing responses to your e-mail letter dated March 20, 2007 in which clarification to the
items indicated below was requested for issuance of a building permit. The comments addressed in
written form are as follows.
Construction Code Remarks:
This project has been reviewed as a new outdoor permanent exhibit, Type 11B construction
that is assembly use in nature. Response: Acknowledged. Agreed. No action required.
2. All paragraphs of Chapter 11-Accessibility for the Physically Disabled shall apply.
Handicapped ramps cannot slope more than one inch per one foot. The accessible route
from the parking space to the building should not exceed 1:12. The cross slope of a
reserved parking space shall not exceed 1:48. Accessible routes, which are greater than
1:15 and longer than six feet long, require handrails. Note clearances that are required as
perANSI-A117.1-1998. The signage for the reserved parking shall be mounted at least
72 inches above grade. The signage is required to be the R7-8 sign as listed in the
Federal Manual on Uniform Traffic Control Devices. Under the R7-8 provide a small
placard stating "Van Access". The proposed access route complies with ANSI and the
International Building Code. The reserved parking is existing and is unknown if the ratio
and signage complies with City regulations. Please submit this information to the owner.
Response: Acknowledged. The entire accessible route is in accordance with Chapter 11
and there are no slopes greater than 1:15. Clearances are in excess of that required. By
copy of this correspondence, we are confirming that the R7-8 sign as listed in the Federal
Manual on Uniform Traffic Control Devices shall be provided and installed, including a
small placard stating "Van Access", at a height of bottom of sign at 72 inches above grade.
Since this is Parks Department property, location of and placement of the signs shall be
coordinated with Parks to assure that the proposed access route complies with ANSI and
the International Building Code as currently designed.

3. This project has not been reviewed for compliance with the American Disabilities Act.
Response: Acknowledged. It is the intent of the design that the Memorial comply with the
Americans With Disabilities Act. Accessible sidewalk ramps are provided and there is to
be no offset in the surface path of travel in excess of one half inch.
4. The Plumbing Department has approved the plans with notes. Provide an RPZ and have
licensed contractor to pull irrigation and RPZ permit. Call for inspections before building
final inspection is requested. Contact Ronnie Campbell at 371-4840 with any questions.
Response: Acknowledged. Please note Item #7 below for further clarification.
The Electrical Department has approved the plans with notes. The City may require a
concrete encased electrode to one or more of the footings or an additional ground rod
installed. If any outside receptacles are added they are required to be installed in a
weatherproof box and be wired GFI. Response: Acknowledged. Our electrical shows one
1/" by 10' ground rod on the Entry Service detail C/E1.0. We will add a second %" by
10'-0" copper clad ground rod with a #6AWG copper grounding electrode conductor tied to
the original ground rod.
6. Little Rock Waste Water Utility has accepted the plans as submitted. The Environmental
Assessment Division has not reviewed these plans. Response: Acknowledged.
7. "Central Arkansas Water Works has approved the plan with comments. All Central
Arkansas Water requirements in effect at the time of request for water service must be
met. Due to the nature of this facility, installation of an approved reduced pressure zone
backflow preventer assembly (RPZ) is required on the domestic water service. This
assembly must be installed prior to the first point of use. Central Arkansas Water (CAVI0
requires that upon installation of the RPZA, successful tests of the assembly must be
completed by a Certified Assembly Tester, licensed by the State of Arkansas and
approved by CAW. The test results must be sent to CAW's Cross Connection Section
within ten days of installation and annually thereafter. Contact Carroll Keatts at 501-377-
1226 if you would like to discuss backflow prevention requirements for this project. "
Response: Please note since submittal of plans for permitting that the Parks and
Recreation Department has requested that the sprinkler system for the Memorial be tied in
to the Landscape sprinkler system for the Museum. The landscape sprinkler system shall
be designed by the irrigation contractor to serve the area indicated on Sheet L1.0. This
would preclude the need for a separate backflow preventer assembly (RPZ) on the
domestic water service since one is already in place at the Museum. Please advise if
further information is desired.
Fire Department Remarks: Approved for permit.

Zoning and Subdivision Remarks: Approved for permit.
1. "Miscanthus sinensis 'Variegatus' plants will be too tall at maturity. The Historical District
Commission approved all plantings around the plaza to be a maximum of 30 inches tall
for security reasons. Call Brian Minyard 501-371-4789 with an alternative plant choice."
Response: We have received alternate plant selections from the City of Little Rock Parks
Department. A revised landscaping plan will be issued clarifying those plant selections.
2. "No backflow prevention device is shown nor is irrigation plan. If any portion of the
system is above ground, including an RPZ cover, send details to Brian Minyard for review and
approval." Response: Please note Item #7 above for further clarification.
3. " Pole mounted lighting to be on poles that match existing "River Market" poles on site
located along circular drive to be the north of this project. Flood lights to match those existing
that light the Arsenal building also located along the circular drive to the north of this project. "
Response: Our lighting was redesigned from uplighting to the pole fixtures shown. These
fixtures were selected and given to us by Parks for use due to their 'floodlighting' capability.
Please advise if further consideration is needed. To the best fo our knowledge we are
providing what is requested by the City of Little Rock Parks Department.
4. "Submit statement of approval from the City of Little Rock Parks Department."
Response: Acknowledged. By copy of this letter we will ask for a statement of approval
from the City of Little Rock Parks Department.
5. "Submit revised plans (4 sets) with issues noted above, addressed."
Response: Acknowledged. Revised landscaping drawing schedule to be submitted..
Civil Engineering Remarks: Approved for permit.
1. This project is accepted as submitted. No comment.
Response: Acknowledged. No action required.
2. Contact Melvin Hall at (501)-918-5217 for inspections of any work in the public right-of-way
prior to placement of concrete or asphalt or for on -site clarification of requirements prior to
commencing work. Failure to do so can result in removal of any improperly placed
concrete or asphalt at the expense of the owner or contractor.
Response: Acknowledged. No action required at this time.
Traffic Engineering Remarks: Approved for permit.
