Dear Mr. Minyard:
The purpose of this letter is to advise the Historic District Commission that
the plans for construction of the Korean War Veterans' Memorial have been
modified. It is requested that the Commission either affirm that the
Certificate of Appropriateness issued November 9, 2005 for construction of
the Korean War Veterans' Memorial be affirmed as still valid or that a new
Certificate of Appropriateness be issued.
After construction cost of the original Memorial design was received it was
determined that the Foundation could not afford the approximate $800,000
that would be required to construct the Memorial. The Memorial Foundation
is now ready to construct a Memorial on the same site previously approved
by the Commission with a scaled down design. Details are provided in the
attachments to this request.
The intent to construct the Korean War Veterans' Memorial at MacArthur
Park has been well publicized. Subsequent to the original request to the
Commission a Site Dedication and Ground Breaking Ceremony was
conducted November 12, 2005 at the proposed construction site. (A copy of
the program is attached). This event was attended by several hundred people
and was extensively covered by both the print and television news media.
No opposition or complaints have been received concerning this project or
construction of the Memorial at the designated site in MacArthur Park.
There has been a great deal of favorable support expressed for this project
and for the selection of MacArthur Park for the Memorial site.

The grand opening date for the Memorial is planned for June 2007. The
Foundation is ready to proceed with construction of the Memorial as soon as
favorable consideration is received from the Commission on this request.

Korean War Veterans' Memorial
Project Description:
The Arkansas Korean War Veterans' Memorial Foundation, a non-
profit foundation, has been given permission from the city of Little
Rock, Arkansas to construct a Korean War Veterans' Memorial in
MacArthur Park. The Memorial will be located due east about 80'
from the front of the MacArthur Park Arsenal Building housing the
MacArthur Museum of Arkansas Military History.
See the attached concept design and sketch for design details. The
Memorial will consist of a 41' by 82' half circle plaza. In the
center of the Memorial Plaza will be three bronze statues. Two
statues will be 7' high soldiers and a smaller statue of two Korean
children. In a semi -circle around the statues will be 8 black granite
information panels. The panels will be approximately 7' high.
The side of the panels facing the statues will contain the names of
the 461 Arkansas who were killed during the Korean War. The
backside of the information panels will contain information
concerning the Korean War. If funds permit, a map of the Korean
peninsula will be inlaid in the walkway in front of the Memorial
with a line across the map symbolic of the 38th Parallel that
dividends North and South Korea. Surrounding the plaza will be
plants to provide a border around the plaza. Three flags will fly
over the Memorial, the United States Flag, The Republic of Korea
Flag, and the Arkansas State Flag.
The purpose of the Memorial is to:
■ Honor the service of Korean War Veterans that fought and
died in the Korean War.
■ Honor the service of the hundreds of thousands of service
men and women that have served in the Armed Forces of
the United States since the Korean War to preserve the
peace in Korea.
* Provide education to future generations about the Korean
War.
R Demonstrate the strong ties of friendship that exists between
the people of the Republic of Korea and the people of the
United States.
It is very appropriate that the Memorial be located at MacArthur
Park next the Museum of Arkansas Military History, and the birth
place of General Douglas MacArthur who played a significant role
in the Korean War. This Memorial will be an added attraction to
the Museum of Arkansas Military History, MacArthur Park and to
the city of Little Rock.
