Markham Little Rock, AR 72201 Re: Arsenal Building Little Rock, Arkansas ` Mr Greer, It is Steelman Connell Moseley Architects recommendation that the replacement roof for the Arsenal Building match the existing roof in material, size, texture and construction. The existing roof is a standing seam roof with 10 foot long and 17 inch wide pans. The standing seams have been hand seamed and the finish is embossed aluminum. We have attached to this letter photos of the existing roof on the Arsenal Building and a photo of a prefinished standing seam metal roof with snap on battens. It is our understanding that both types of roof are being considered. The reasons for us not recommending the prefinished standing seam metal roof with snap on battens are the following. 1. The standing seam is a snap on batten, which relies on a bead of sealant for water tightness. The existing roof is hand seamed to rely on water tightness. 2. The snap on batten is taller than the hand seamed roof and is thicker, creating a different appearance. 3. The pans on the prefinished roof are available in 12 inch, 14 inch and 18 inch. They are not available in 17 inch, which would match the existing pans. 4. The pans on the prefinished roof are continuos from the ridge to the gutter. The existing roof has 10 foot pans, which overlap and create a shadow line. 5. The prefinished roof has a ridge cap, which is approximately 8 inches wide. The existing roof has no ridge cap. The pans are hand seamed to form the ridge. I hope this later explains our position on this matter. If you have any questions, please give me a call. %JIbhp-D. The only outstanding items which I believe are needed involve a decision by the local historical society as to whether or not the lower cost roof replacement for the museum would be acceptable as it appears it would meet visual guidelines established by the historical society. We are also awaiting a competitive proposal from Matt Gardner regarding the necessary painting required at the museum. I believe that Matt was attempting to obtain at least two proposals from local painti ag contractors of his choice pertaining to the actual redecorating work required at the museum as a result of this loss. If you could supply me with this documentation it appears that we should be in a position to move forward on the claim. The only outstanding item of concern which has not yet been determined by Reliance Insurance Company involves the application of the coinsurance clause for buildings. We are presently awaiting a response from Reliance Insurance Company with specific instructions as to the application of the coinsurance clause and any additional adjustment work, which may be required regarding this aspect. We agreed that I would furnish you those applicable laws. Enclosed is a letter from the Arkansas Historic Preservation Program stating that the Old U.S. Arsenal Building was listed on the National Register of Historic Places on July 28, 1970, and designated a National Historic Landmark on April 19, 1994. I have also enclosed the Department of Interior Regulations and highlighted them for you. (See: 36 CFR 67.7. "Standards for Rehabilitation"). The restroom must be replaced with construction that complies with the Americans with Disabilities Act. The applicable regulation is found at 28 CFR § 35.151 (1998) and is enclosed. This correspondence will serve to supplement our meeting at your office of June 21, 1999. I wish to personally thank you for your efforts in coordinating this meeting in order to establish necessary guidelines required to bring this matter to a conclusion. We have submitted complete supporting claim documentation received to date to the Reliance Insurance Company for their review- and consideration regarding aspects which were brought to our attention at the time -of this meeting. It appears that the amounts of loss and damages have been somewhat agreed upon with the exception of the Natural Historical Museum and the increased cost of construction in order to make the restrooms ADA accessible. It also appears that the Statements of Value for the involved buildings as stated by the City of Little Rock for insurance -purposes appear undervalued. As a result, we have given Reliance Insurance Company the option to determine whether or not they. wish to determine values for coinsurance purposes on the blanket building aspect. Also, please supply the undersigned with any supporting documentation you may have received from architect Jahn D. Connell outlining the various required repair methods to meet Historical Registry guidelines, including any competitive estimates he may have omitted when submitting his back up details for roofing replacements and ceiling replacements. Also, any other information you may have in your file regarding the required repair, methods for the Natural Historical Museum would be greatly appreciated and would help us to determine the current cost factors for repairs of like, kind and quality. As discussed, we will review the blueprint documentation supplied by Matt Gardner and attempt to prepare a reasonable repair figure over and above the stated values for the bathrooms to make them ADA accessible as this figure falls within your increased cost of construction coverage. We will attempt to deal directly with Matt on this aspect and ask that he report all findings directly to you for consideration. Also, please supply, at your earliest convenience, any and all architect fees which may have been submitted to you by John D. Connell including itemized labor and expense details for his invoices.
