Attached is the application for the Historic District Commission to review the various roofs
proposed for the U.S. Arsenal. We are submitting photographs of the various roof constructions
available in order for the Commission to tell us which are suitable and which are not, consistent with
the Arsenal's Landmark status. As you know, the Arsenal Building sustained extensive roof damage
in the January 21, 1999 tornado, and I am working with an insurance adjuster to determine which
roof constructions can be applied to the Arsenal. See the attached letter from Jim Hill dated August
24, 1999. The estimates vary widely.
Once the Commission rules we can proceed with bid documents and begin the repairs.

RE: Certificate of Appropriateness for Roof Repair of the U.S. Arsenal
Dear Ms. Raley:
Thank you for appearing 2 September 1999 to present the City's application for a Certificate of
Appropriateness (COA) for the roof replacement on the U.S. Arsenal Building; the roof was
damaged by the 21 January tornado. Pursuant to the presentation, the Little Rock Historic
District Commission reviewed two roof systems and voted to accept the shop fabricated hand -
seamed (pan method) standing seam system, which is similar in appearance to the existing roof.
The "clip batten" standing seam roof was rejected as its appearance is different from the current
roof.
Our reasons for rejecting the snap on batten prefinished standing seamed metal roof are:
1. The standing seam is a snap on batten, which relies on a sealant for water tightness. The
existing roof is hand seamed for water tightness.
2. The snap on batten is taller and thicker than the hand seamed, creating a different profile.
3. The pans on the prefinished roof are available in 12", 14" and 18"; they are not available in
17", which matches the existing.
4. The pans on the prefinished roof are continuous from the ridge to the gutter; the existing has
10 foot pans, which overlap and create a shadowline.
5. The prefinished roof has a ridge cap, which is approximately 8" wide; the existing has no
ridge cap; the pans are hand seamed and form a more narrow ridge.
