I know that you have been in contact with Paxton regarding the owner switching to a two lot subdivision instead of the
six lots that was originally submitted. It is my understanding that he has requested the deferral of the plat to the next
Planning Commission Meeting after the December 18th meeting. I would like to formally request that our plat
application for this project be deferred from the December 18th meeting to the meeting after the 18th. At this point,
our client has decided to go with the two lot subdivision which will be staff level. We have requested the utility company
approvals and are working on completing the approvals. If you have any questions, please do not hesitate to contact me.

RE: Subdivision Plat Application — Sorrells Addition, Little Rock, Arkansas
Dear Donna,
We submitted the plat on November V. Below is our response to the staff comments that were emailed to us on
November 18, 2014. 1 have enclosed our plat dated 1 1-26-14 showing the requested revisions.
We are requesting approval to subdivide and plat this property into a subdivision containing 6 lots through a 2 phase
process. Phase One is selling the proposed Lot 1 and completing the Final Plat process for this lot. Phase Two will be
for Lots 2 through 6. It is our intent to submit a preliminary plat for Lots 2 through 6 to show the intended division of
the property and then complete the final plat for these lots at a future date as each lot is sold. The enclosed plat is
preliminary and has the preliminary plat certifications per the Planning Staff comments.
We have addressed the Subdivision Committee comments on the plat. We are now showing the source of title for the
property owner, as well as the names of all adjacent owners. There are no landlocked parcels within or abutting the
plat area. Our client has no intent on developing this property, therefore there is no proposed source of water or
wastewater disposal. The property is currently zoned R-2 Residential.
We have the corrected 25 foot Right -of -Way on our side of Rummel Road. We are requesting deferral of the required
half -street improvements, storm water detention and streetlights until such time thal one or more of the lots along
Rummel Road are purchased and developed. The proposed Lot 1 with existing structures and the drive providing access
to Rummel Road has created a Pipe Stem Lot. Therefore, we are requesting variances to allow for the creation of a
Pipe Stem Lot and the creation of a Pipe Stem Lot inconsistent with the minimum standards of the Subdivision
Ordinance. We are also requesting a variance to allow for the creation of lots abutting a private street. There is a
single phase electrical line extending west from Rummel Road near the property line between Lots 4 and 5 that provides
power to Lot 1. Per Entergys' comments, we are dedicating an easement on the plat for this line.
I have enclosed a copy of the Preliminary Plat for the Sorrells Addition and the Preliminary Bill of Assurance. If you have

Please accept this letter to serve as our application for the above referenced submittal. We wish for this application to
be reviewed and accepted by the Planning Department and placed on the December 18, 2014 Planning Commission
Meeting Agenda.
Our site consists of approximately 10 acres and is located at the northwest intersection of Rummel Road and Sorrells
Road. This tract, as well as all adjacent properties are currently zoned R-2 Residential and is planned for Residential use
on the City of Little Rock "Land Use Map". The tract is not currently part of a subdivision and therefore, we have been
unable to locate an existing Bill of Assurance for the property.
Our client has no intent to develop this property. We are requesting approval to divide this tract in to 6 lots through a
two phase process. The proposed Lot 1 is currently under contract to sell. Selling this lot and completing the Final Plat
process on this lot will be Phase One. Phase Two will be for Lots 2 through 6. It is our intent to submit a preliminary
plat for Lots 2 through 6 to show the intended division of the property and then complete the final plot for these lots at
a future date as each lot is sold. We are also requesting a deferral of any required hplf-street improvements until such
time that any of Lots 2 through 6 are sold to a buyer other than tho owner of Lot 1 .

Site plan must comply with the City's minimal landscape and buffer ordinance
requirements.
The property is located in the UU urban use district. Street trees a minimum of three-inch
caliper will be required. The trees shall be located a minimum of two (2) feet off the back
of a curb and shall be thirty (30) feet on center and no closer than thirty (30) feet to a
street intersection with a water source provided. The tree canopy shall be maintained at
least eight (8) feet above the sidewalk.
• Street trees are to be provided on South Cross St and 7th Street.
Street buffers will be required at six (6) percent of the average depth of the lot. The
minimum dimension shall be one-half (t/z) the full width requirement but in no case less
than nine (9) feet. The property is located in the City's designated mature area. A twenty-
five (25%) percent reduction of the buffer requirements is acceptable. Easements cannot
count toward fulfilling this requirement. The plantings, existing and purposed, shall be
provided within the city's landscape ordinance requirements.
The depth of the lot is approximately three hundred and sixty (360) linear feet.
After the twenty-five (25%) percent reduction of the buffer requirements a sixteen
(16) foot street buffer will be required on 7th Street.
Screening requirements will need to be met for the vehicular use areas adjacent to street
right-of-ways. Provide screening shrubs with an average linear spacing of not less at three
(3) feet within the required landscape area. Provide trees with an average linear spacing
of not less than thirty (30) feet.
A perimeter planting strip is required along any side of vehicular use area that abuts
adjoining property. This strip shall be at least nine (9) feet wide. The property is located
in the City's designated mature area. A 25% reduction of the perimeter requirements is
acceptable. One (1) tree and three (3) shrubs or vines shall be planted for every thirty (30)
linear feet of perimeter planting strip.
A minimum 6.75 foot perimeter planting strip is required adjacent to the
vehicular use area at the west property tine.
Up to twenty-five (25) percent of the perimeter planter area may be shifted
from one area of the site to another. In no instance shall the perimeter planting
strip width be less than five (5) feet.
Landscape areas shall be provided between the vehicular use area used for public parking
and the general vicinity of the building, excluding truck loading or service areas not open
to public parking. These areas shall be equal to an equivalent planter strip three (3) feet
wide along the vehicular use area.
Eight percent (8%) of the vehicular use area must be designated for green space; this
green space needs to be evenly distributed throughout the parking area(s). The minimum
size of an interior landscape area shall be one hundred fifty (150) square feet for
developments with one hundred fifty (150) or fewer parking spaces. Interior islands must
be a minimum of seven and one half (7 1/2) feet in width. Trees shall be included in the
interior landscape areas at the rate of one (1) tree for every twelve (12) parking spaces.
An irrigation system shall be required for developments of one (1) acre or larger.
The City Beautiful Commission recommends preserving as many existing trees as
