COA REQUEST: Construct a 1,350 square foot gallery addition to the previously approved
31,500 addition
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property is
located north of I-630, in MacArthur Park, on the south side of Ninth Street. The Arts Center has
been at the location since 1937, with subsequent additions by Cromwell Architects. The recent
expansion of 31,500 square feet was approved by the LRHDC in May 1998 with conditions; a
copy of that staff recommendation is enclosed.
The information packet for the project request contains the application, narrative description,
colored north elevation, plat map, site plan, gallery plan and the elevation, building and wall
sections. The addition is approximately 27' in width and Win length and is sited on the north
elevation at the east end of the lobby. The gallery addition is adjacent to the dining area and
abuts the Rockefeller Gallery; this addition on the lobby's east end forms a small courtyard area
of approximately 22' x 24' or 528 square feet between the dining area and requested project. The
1,350 square feet gallery addition is approximately 23' 4" in height and does not extend either
above the adjacent addition or beyond the northern -most building sight line.
The proposed request consists of approximately 4.3% of the 31,500 square foot addition, thereby
having little or no impact on the structure's total massing, scale and size. The exterior's linear
theme duplicates the expansion's building materials, scale, massing and rhythm. The request
will not impact neighborhood traffic, site lighting, landscaping or visual perspective.
NEIGHBORHOOD IMPACT AND REACTION: At the time of preparation and distribution
of the staff recommendation, no objections to this project request were submitted either in
writing or by phone.
STAFF RECOMMENDATION: It is the recommendation of staff that the project request be
approved with the following condition:
♦ should be project scope change in any fashion in terms of material, massing, scale and
size, that staff will be notified and appropriate actions taken
