70n House; Parking Plans Prompt Action
Don Kirkpatrick's plans for rede-
velopment of the Holtzman -Vinson -
haler House on the northeast corner
of Ninth and Commerce Streets
were turned down Wednesday by
the Little Rock Historic District
Commission.
Kirkpatrick has proposed using
the house for a mixture of apart-
ments and office space. The Com-
mission turned down the proposal.
because of objections to four park -
log spaces planned on the east side
if the house, with access off of
Ninth Street.
Express Reservations
The state Historic Preservation
Program and the Quapaw Quarter
Association expressed reservations
about the parking lot, which was to
include a "turn -around" In the front
yard to help motorists avoid having
to back onto Ninth to leave the lot.
The Commission recommended that
Kirkpatrick try to obtain permis-
sion to use a lot north of the house
for parking.
Approves Plans for Lot
The Commission approved plans
by the St. Clair Development Corpo-
ration, which owns the St. Clair
Apartments at 500 East ,Sixth
Street, to develop a vacant lot at 506
East Sixth into a parking lot for the
apartment building, which the com-
pany wants to convert Into condo-
miniums. The Commission stip-
ulated that the parking lot most
have a brick wall along Sixth Street
and a cedar fence on the other three
sides; that the lot's lighting be "ap-
propriate" to the area and that
there be no more than 24 spaces on
the lot.
Commissioner Bill Kennedy said
the Commission should have a pol-
icy of "regarding parking lots with
the greatest possible skepticism"
and that parking lots in the MacAr-
thur Park Historic District should
be "dressed up and landscaped as
well as circumstances allow."
A proposal by Poe Travel to add a
two-story addition to the Pitts'
House at 915 Cumberland also was
approved. Poe has used the house
for its offices for several years.
