After re- viewing the olans s 'tted for the three locations, the Board wishes to submit the recom en tions as follows: Item #1 - 500 Fast 91h St. Although we would v much prefer that parking not be located in the area imrediately cast of the structure, we acknowledge the problem that faces the owner in ptDviding parking in the immediate area. If puking cannot be secured iately north or to the east of the structure, the Association is prepaied to support the planned parking. The QUA Board is anxious that the insonhalor Rouse be. utilized. Since parking is necessary for uses of the structure we would recortmend approval. Item #2 - 506 Fast 6t1h St. It is our understand' g that the city's present ordinance requires 16 spaces and that 11 spaces are required by the federal government loan program the ownEirs have applied for. The plans indicate 26 spaces and we strong urge that a maximum of 24 spaces be allowed. The 26 spaces requested are 9'x20' which is an absolute minimum. Since the plan calls for or ly 20' of paving in between rows of parking, we feel manuvering woulc be most difficult. The 24 spaces recommended would mean the spaceE would be almost 10' wide which should serve much easier for the tenant to use. We would really much prefer that a ma; i of 22 spaces be allm ad, each 10'x20'. This would leave approximately 71x20' on each side for a landscaped island. Furth , it is our feeling that Poe Travel, by locating its office on Cmber d, has contributed to the revitalization of downtown and added to the stability of Cumberland Street. Mike Dooloy Office of Comprehensive Pl:uming Room 305 City Hall Little Rock, All 72201 RC: Historic District Commission Certificate of Appropriatness - St. Clair Apartments Parking Lot Dear Mr. Dooley: My office has reviewed tile plans For the above ra Ferenced project and recommends that a certificate of appropriateness be issued with the following provisions: 1) The prohibitior of vehicular access at the north end of site. 2) The addition of visual screening consisting of a combination of deciduous anJ evergreen plant material at the north end of the site. Plantings should be of sufficient density and composition to achieve visual screening affect at maturity. 3) The addition of interior planting beds in the east and west parking aisles. 4) The substitutio of the proposed redwood fence at the south end of the park ng lot with a brick wall. The design of the wall should be omplementary to the style and form of the St. Clair apart ent building. There should be sent back to avoid injury to the large willow oak at the south end of the site. 5) The preservatio of the large willow oak at the south end of the site. Specific lly new curb cuts should not encroach any further on the tree thai do existing cuts. It is the opinion of thi office that with the above provisions the Proposed St. Clair parki g lot would be compatible with the surrounding historic district.
