After intense cost analysis of the project, it is not economically feasible at this time to commence construction in the near term. NAME: Good Shepard Subdivision Site Plan Review��� LOCATION: located at 2701 Aldersgate Road's Planning Staff Comments: 1. Provide notification of property owners located within 200-feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than March 15, 2006. The Office of Planning and Development must receive the proof of notice no later than March 24, 2006. 2. The cover letter indicates the development will include amenities such as a full service kitchen, common dining facility, beauty shop, fitness center and administrative offices. Will each of the units have an individual kitchen facility? 3. The cover letter indicates the placement of 97 new living units and 101 parking spaces. The development is proposed as an elderly housing facility which would typically require the placement of 48 parking spaces. The indicated parking is more than adequate to meet the typical minimum parking required for the proposed development type. 4. The previous approval did not allow for the construction of a building taller than 25- feet within 150-feet of the property line of properties owned by persons other than Good Shepard. The conditions also required all current and future access be provided via Aldersgate Road through the existing Good Shepard campus. No access was permitted from Junior Deputy, Romine Road or Kensington Road. The maximum number of living units to be built on the property was limited to ten (10) units per gross acre and the use of the property was limited to elderly housing as defined in the Little Rock Zoning Ordinance together with chapel, wellness center and administrative offices. Variance/Waivers: Public Works Conditions: A grading permit in accordance with Section 29-186 (c) and (d) will be required prior to any land clearing or grading activities at the site. Site grading, and drainage plans will need to be submitted and approved prior to the start of construction. Storm water detention ordinance applies to this property. If disturbed area is one (1) or more acres, obtain a NPDES storm water permit from the Arkansas Department of Environmental Quality prior to the start of construction. Utilities and Fire Department/County Planning: Item # 9 Wastewater: Existing sewer main relocation required. A Capacity Analysis is also required. Contact Little Rock Wastewater Utility at 688-1414 for additional information. Entergy Center -Point Energy: SBC: Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. Due to the fact that the existing platted lots are not being recognized in the development of this site (building extends onto several lots, as well as unplatted property), CAW requests that the lots be combined or the plat be dissolved and all the property developed be placed on a single lot or tract. CAW has a policy against extending private lines across lot lines. A water main extension or extension of a private line will be required in order to provide service to portions of this property. Additional fire hydrant(s) will be required. Contact the Little Rock Fire Department to obtain information regarding the required placement of the hydrant(s) and contact Central Arkansas Water regarding procedures for installation of the hydrant(s). The facilities on -site will be private. When meters are planned off private lines, private facilities shall be installed to Central Arkansas Water's material and construction specifications and installation will be inspected by an engineer, licensed to practice in the State of Arkansas. Execution of Customer Owned Line Agreement is required. Due to the nature of this facility, installation of an approved reduced pressure zone backflow preventer assembly (RPZA) is required on the domestic water service. This assembly must be installed prior to the first point of use. Central Arkansas Water (CAW) requires that upon installation of the RPZA, successful tests of the assembly must be completed by a Certified Assembly Tester licensed by the State of Arkansas and approved by CAW. The test results must be sent to CAW's Cross Connection Section within ten days of installation and annually thereafter. Contact Carroll Keatts at 377-1226 if you would like to discuss backflow prevention requirements for this project. This development will have minor impact on the existing water distribution system. Proposed water facilities will be sized to provide adequate pressure and fire protection. Contact Central Arkansas Water at 377-1225 for additional information. Fire Department: Place fire hydrants per code. Contact the Little Rock Fire Department at 918-3700 for additional information. County Planning: No comment. CATA: The site is not located on a dedicated CATA Bus Route. Planning_ Division: No comment. Landscape: Revised plat/plan: Submit four (4) copies of a revised preliminary plat (to include the additional information as noted above) to staff on Wednesday, March 15, 2006. Item # 9 1 Additional Landscaping Comments: 9. Good Shephard (Z-1515) Site plan must comply with the cities minimal landscape and buffer minimal ordinance requirements. Areas set side for landscaping appear to meet with landscape ordinance requirements. It appears existing vegetation may suffice as year around screening next to the residentially zoned properties. If so, this area needs to delineated as "undisturbed buffer to remain" for credit towards the cities minimal buffer requirements. An automatic irrigation system to water landscaped areas will be required. Prior to the issuance of a building permit, it will be necessary to provide an approved landscape plan stamped with the seal of a Registered Landscape Architect. The City Beautiful Commission recommends preserving as many existing trees as feasible on this tree covered site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger.
