3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 ACCEPT AND ENTER INTO A SUBAWARD GRANT AGREEMENT
5 WITH THE ARKANSAS TRI-REGION ENERGY AND ENVIRON-
6 MENT INNOVATION COALITION FOR TWO MILLION THIRTY-
7 TWO THOUSAND FIVE HUNDRED DOLLARS ($2,032,500.00) TO
8 UTILIZE SUBAWARDED FUNDS FOR EPA CLIMATE POLLUTION
9 REDUCTION GRANT ("CPRG") PROJECT IMPLEMENTATION
10 ACTIVITIES INCLUDING LED STREET LIGHT REPLACEMENT;
11 AND,FOR OTHER PURPOSES.

13 WHEREAS, the Arkansas Tri-Region Energy and Environment Innovation Coalition ("the Coa-
14 lition") has received an implementation grant from the Environmental Protection Agency through the
15 federal Climate Pollution Reduction Grant ("CPRG") Program for projects related to the conversion
16 of high-pressure sodium streetlights to LED;and,
17 WHEREAS, the Coalition desires to subaward a total of Two Million Thirty-Two Thousand
18 Five Hundred Dollars ($2,032,500.00) over two(2)years to the City of Little Rock(the"City")to perform
19 CPRG implementation activities that include streetlight conversion; and,
20 WHEREAS, the City recognizes the importance of converting existing streetlights to LED for
21 the health and wellbeing of its residents and is committed to enhancing residents' quality of life
22 through sustainable environmental practices.
23 NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is authorized to execute all appropriate agreements and contracts
26 necessary for a grant in the amount of Two Million Thirty-Two Thousand Five Hundred Dollar
27 ($2,032,500.00) from the Arkansas Tri-Region Energy and Environment Innovation Coalition to per-
28 form CPRG implementation activities that include streetlight conversion from High Pressure Sodium
29 bulbs to LED fixtures.
30 Section 2. Funds are provided by the CPRG Federal Grant, ID Number 02F75801 (Subrecipient
31 # CPRG-CA-SL-001).
32 Section 3. The Department of Public Works has determined that the Federal Grant provided by
33 the Arkansas Tri-Region Energy and Environment Innovation Coalition is the most economical way

1 to convert existing High Pressure Sodium Streetlight bulbs to LED fixtures in the City of Little
2 Rock.
3 Section 4. Severability. In the event any portion of this Resolution is declared or adjudged to be
4 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of
5 this Resolution, which shall remain in full force and effect as if the portion so declared or adjudged
6 invalid or unconstitutional was not originally a part of this Resolution.
7 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
8 any provision of this ordinance are hereby repealed to the extent of such conflict.
