allow additional time to resolve staff's concerns with physical access to the proposed

The applicant was present representing the request. There were no registered
objectors present. Staff presented a recommendation of deferral of the item to the
November 10, 2005, Public Hearing to allow additional time to resolve staffs concerns

There was no further discussion of the item. The chair entertained a motion for
placement of the item for inclusion on the consent agenda for deferral. The motion
carried by a vote of 11 ayes, 0 noes and 0 absent.
STAFF UPDATE:
The applicant submitted a request dated October 10, 2005, requesting this item be
withdrawn from consideration without prejudice. Staff is supportive of this request.
PLANNING COMMISSION ACTION: (NOVEMBER 10, 2005)
Mr. Pat McGetrick was present representing the request. There were no registered
objectors present. Staff presented the item indicating the applicant had submitted a
request dated October 10, 2005, requesting the item be withdrawn from consideration
without prejudice. Staff stated they were supportive of the request.

Planning_ Staff Comments:
1. Provide notification of abutting property owners of the site, complete with the
certified abstract list, notice form with affidavit executed and proof of mailing.
2. Provide the source of title of the landowner in the general notes section of the
proposed preliminary plat.
3. Provide a phasing plan, if applicable, in the general notes section of the proposed
preliminary plat.
4. There does not appear to be access to the indicated lots. How will the proposed
subdivision be accessed?
Variance/Waivers: None requested.
Public Works Conditions:
1. The minimum Finish Floor elevation is required to be shown on plat and grading
plans.
2. In accordance with Section 31-176, floodway areas must be shown as floodway
easements or be dedicated to the public. In addition, a 25-foot wide access
easement is required adjacent to the floodway boundary. Access from public
streets or property must be permanently provided into easement.
3. Storm water detention ordinance applies to this property. The project would qualify
for a contribution in -lieu of construction at the time of the building permit.
4. A special Grading Permit for Flood Hazard Areas will be required per Section 8-283
prior to construction.
5. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior
to any land clearing or grading activities at the site. Site grading, and drainage
plans will need to be submitted and approved prior to the start of construction.
6. Obtain a NPDES storm water permit from the Arkansas Department of
Environmental Quality prior to the start of construction.
7. With site development, provide design of street and sidewalk conforming to the
Master Street Plan.
8. Show all 100 year floodplain and floodway delineation.
9. Cutting and clearing of trees and grading is not allowed within individual preliminary
platted lots and is only permitted within the preliminary platted right-of-way and
drainage easements. If clearing of lots are proposed, Planning Commission must
grant variance.
Utilities and Fire Department/County Planning:
Wastewater: Sewer main extension required, with easements, if service is required for
the proposed development. Contact Little Rock Wastewater Utility at 688-1414 for
additional information.
Entergy: No comment received.
Center -Point Energy: Approved as submitted.
SBC: No comment received.
Central Arkansas Water: All Central Arkansas Water requirements in effect at the time
of request for water service must be met. A water main extension including off site
improvements will be required in order to provide service to this property. This
development will have minor impact on the existing water distribution system. Proposed
water facilities will be sized to provide adequate pressure and fire protection. Contact
Central Arkansas Water at 377-1225 for additional information.
Fire Department: Place fire hydrants per code. Contact the Little Rock Fire Department
at 918-3700.
County Planning: No comment.
CATA: The site is not located on a dedicated CATA bus route.
Planninq Division: No comment.
Landscape: No comment.
Revised plat/plan: Submit four (4) copies of a revised preliminary plan (to include the
additional information as noted above) to staff on Wednesday, June 22, 2005.
