Markham St Little Rock, AR 72201-1334 Dear Torrence: This is an application for a Planned Zoning Development - Commercial in accordance with the Zoning Regulations for the City of Little Rock. The Oyster Bar (Applicant) is a neighborhood restaurant at 3003 W Markham Street which is directly across Booker Street from 109 S Booker St. (Property). Russell and Debbie Byrne (Owners) owners of the Property, and The Oyster Bar have entered a purchase contract for the Property. The current zoning of the Property is "R-2" Residential. This zoning classification does not allow for the proposed intended use as a Private Employee Parking Lot. Enclosed with this letter are copies of the application, the Site Plan, and the current Survey. The redevelopment plan of the residential site into a parking area is that the new owner will remove the existing housing and replace it with a approved compliant parking area for employees. Egress from the Site will be from the eastern boundary of Property to the north alley (see Site Plan). The property is located at the most northern section of the neighborhood along S Booker, and it is the transition lot from commercial to residential zoning. Separation from Commercial to Residential can be maintained. The house is in disrepair and removing it will not impact the neighborhood negatively. The applicant hereby requests that the PZD-C be granted upon the circumstances presented above.
