To whom it may concern,
Please accept this letter to serve as the cover letter and outline of the project in Parcel
Number 45L0770008205.
The owner is proposing to rezone a 32 acre site from R2 Residential to PZD/C4
Commercial District to construct an outdoor market in the northern 13.20 acres of he
property.
The design concept consist of four 40 ft by 100 ft, roof only metal structures without
electricity, water or sewage. Parking for 56 Vehicles 14 of which can be dedicated for
handicap parking. The design includes additional parking for 176 cars to the West, 68 to
the Southwest and 120 spaces to the South of the structures. An area for trash and
portable toilets to the West of the four structures and a soccer field to the the
Southwest. The owner wants to use three of the structures for retail and use one as a
lounge/eating area. The design calls for parallel parking along the street South of the
structures for food trucks. All pathways, roads and parking areas to the West, South
and Southwest will be all cover with compacted gravel/stone pebbles for better
drainage and save on cost. The parking, sidewalk and crossings around the structures
will be paved for accessibility.
The owner plans to do this work in phases, starting with clearing out the land and
making the road and parking lot to the south of the propose structures. The second
phase would consist of constructing the first metal structure with its paved parking and
sidewalk for accessibility and starting the road on the north side. The third phase
would consist of constructing another metal structure, parking and continuing the road
to the north. Fourth phase would be the same, construction of another structure/
structures and adding to the road. With phase would consist of constructing the
remaining structure with its parking, constructing the area for the portable toilets,
finishing the roads, parking areas and constructing the soccer field.
