LAY OFF CITY OF LITTLE
ROCK MUNICIPAL PROPERTY OWNERS MULTIPURPOSE
IMPROVEMENT DISTRICT NO. 2025-001; (MOUNTAIN BROOK); TO
DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

WHEREAS, a petition to form City of Little Rock Municipal Property Owners' Multipurpose
Improvement District No. 2025-001 (Mountain Brook) was filed with the Little Rock City Clerk, and was
presented to the Mayor; and,
WHEREAS, the Mayor has set June 17, 2025, at 6:00 PM or as soon afterwards as the item may be
reached on the regular call of the agenda, as the date and time for a Public Hearing before the Little Rock
Board of Directors for consideration of the Petition; and,
WHEREAS, the Little Rock Board of Directors has determined from an Abstractor's Certificate of
Property Ownership that those signing the petition constitute all the owners of the real property to be located
in said District.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKA NSAS.
19 Section 1. The real property described as:
20 37.2556 ACRES BEING A PORTION OF TI-IE NORIB 3/4 OFTI-IE NE 1/4 OF SECTION
21 14, T-2-N, R-14-W, CITY OF LITTLEROCK, PULASKI COUNTY, ARKANSAS; MORE
22 PARTICULARLY DESCRIBED AS FOLLOWS:
23 COMMENCING AT A POINT LOCATED AT THE SOUTHEAST CORNER OF THE
24 N¼ OF TI-IE W1/.i, NE1/.i, NE1/.i, SAID SECTION 14; SAID POINT ALSO BEING TI-IE
25 POINT OF BEGINNING; TI-IENCE N87°36'04"W, ALONG TI-IE SOUTH LINE OF
26 TI-IEN¼OFTI-IE NE¼OFSAIDSECTION 14,A DISTANCE OF1,653.57'TO APOINT
27 ON TI-IE WEST LINE OF SAID NE1/..; TI-IENCE LEAVING SAID NORIB LINE
28 N02°51 '1S"E, ALONG SAID WEST LINE, A DISTANCE OF 961.39' TO THE
29 NORIBWEST CORNER OF SAID NE1/..; THENCE S87°36'13"E, ALONG THE NO RIB
30 LINE OF SAID NE1/.i, A DISTANCE OF 1,653.68' TO A POINT LOCATED ON THE
3 l EAST LINE OF TI-IE W1/.i, NE1/.i, NE1/4, SAID SECTION 14; THENCE ALONG SAID
32 EAST LINE, S02°51 '39"W -981.46'; BACK TO THE POINT OF BEGINNING.
33 is hereby established as the City of Little Rock Municipal Property Owners' Multipurpose Improvement
34 District No. 2025-001 (Mountain Brook) for the purpose of constructing and installing facilities for

1 waterworks, recreation, drainage, gas pipelines, underground trenches and excavations necessary for the
2 installation of electric and telephone distribution systems, sanitary sewers, streets, including curbs and
3 gutters, sidewalks, and maintaining the infrastructure and improvements within the District, together with
4 facilities related to any of the foregoing within said District.
5 Section 2. The following three (3) individuals nominated in the petition are hereby appointed as
6 Commissioners of said Improvement District:
7 a) Scott Hurley;
8 b) Russell W. James;and
9 c)John Zachery DeYmaz.
10 Section 3. Severability. The various parts,sections and clauses of this ordinance are hereby declared
11 to be severable. If any part, sentence, paragraph, section or clause is adjudged unconstitutional or invalid
12 by court of competent jurisdiction,the remainder of this ordinance shall not be affected thereby.
13 Section 4. Repealer. All laws, ordinances, resolutions, or parts thereof in conflict with the provision
14 of this ordinance are hereby repealed to the extent of such conflict.
15 Section 5. Emergency Clause. The Board of Directors of the City of Little Rock, Arkansas, has
16 determined that with development in the area covered by the boundaries of the Improvement District laid
17 off in this ordinance requires, as critical to the public health,safety, and welfare, construction of additional
18 infrastructure; an emergency is, therefore, declared to exist, and this ordinance shall be in full force and
19 effect from and after the date of its passage.
