3 A RESOLUTION TO APPROVE THE INCLUSIONS OF THE CDBG,HOME,
4 AND HOPWA SOURCES AND USES OF FUNDS OF THE 2025 FUNDS
5 FROM THE UNITED STATES GOVERNMENT IN THE CITY'S ANNUAL
6 PLAN; AND FOR OTHER PURPOSES.

8 WHEREAS,as a part of the Annual Plan which must be submitted to the U.S. Department of Housing
9 and Urban Development("HUD"),the City must suggest the sources of uses of certain funds to be received
10 from HUD; and,
11 WHEREAS, on May 20, 2025, the Board of Directors ("the Board") of the City of Little Rock,
12 Arkansas ("the City") approved to include the City's projected 2025 Entitlement total of Three Million,
13 Three Hundred Two Thousand, Three Hundred Seventy-Seven and 57/100 Dollars ($3,302,377.57), Two
14 Hundred Seventy-Three Thousand ($273,000.00) in reallocated funds, and Four Hundred Twenty-Six
15 Thousand Six Hundred Fifty and 56/100 Dollars($426,650.56)in 2024 program income funds added to the
16 entitlements;thereby making the total expected amount of Four Million, Two Thousand, Twenty-Eight and
17 13/100 Dollars($4,002,028.13);and
18 WHEREAS, the proposed uses of the City's 2025 entitlement funds were developed with extensive
19 citizen participation, including two(2)public hearing and four(4)public meetings throughout the City and
20 a sixteen(16)member Consolidated Planning Committee; the Consolidated Planning Committee developed
21 a slate of projects to recommend for Board approval of the proposed uses of the 2025 CDBG, HOME and
22 HOPWA funding;and
23 WHEREAS, after public hearings were conducted during the process to allow maximum citizen input;
24 the Consolidated Planning Committee selected projected to be funded during the 2025 Program Year that
25 were presented for approval;and
26 WHEREAS, the Consolidated Planning Committee has amended its recommendation of the sources
27 and uses allocation of funds to the Board of sources and uses of 2025 CDBG, HOME, and HOPWA Funds
28 included in the City's Annual Plan based upon the final HUD allocation as shown in Section 1 below.
29 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS:

1 Section 2: Severabiliry. In the event any title, section, paragraph item, sentence, clause, phrase, or word of
2 this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall
3 not affect the remaining portions of the resolution which shall remain in full force and effect as if the portion
4 so declared or adjudged invalid or unconstitutional was not originally a part of the resolution.
5 Section 4; Repealer. All resolutions by laws, and other matters inconsistent with Little Rock, Resolution,
6 are hereby repealed to the extent of such inconsistency.
