3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH BOYLES CONSTRUCTION, INC., IN AN
5 AMOUNT NOT TO EXCEED NINE HUNDRED SIXTY-SIX THOUSAND,
6 EIGHT HUNDRED FIFTY-SIX AND 20/100 DOLLARS ($966,856.20), FOR
7 THE KANIS ROAD AND COOPER ORBIT INTERSECTION
8 IMPROVEMENT PROJECT; AND, FOR OTHER PURPOSES.

10 WHEREAS,it has been deemed appropriate and necessary to analyze and design improvements to the
11 intersection of Kanis Road and Cooper Orbit Road to include construction of lane widening with curb,
12 gutter and underground drainage, the installation of traffic signal equipment, pavement markings and
13 related work; and,
14 WHEREAS,four(4)responses to an Invitation to Bid("ITB"),Bid No.3025 for Kanis Road at Cooper
15 Orbit Intersection, were received by the City of Little Rock on May 22, 2025, and Boyles Construction,
16 Inc, provided the lowest responsible and responsive bid; and,
17 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. The City Manager is hereby authorized to execute a contract for the Kanis Road at Cooper
20 Orbit Intersection Project with Boyles Construction, Inc. in an amount not to exceed Nine Hundred Sixty-
21 Six Thousand, Eight Hundred Fifty-Six and 20/100 Dollars, ($966,856.20), which is the base bid amount
22 of Eight Hundred Five Thousand,Seven Hundred Thirteen and 50/100 Dollars($805,713.50),plus a twenty
23 percent(20%)contingency, if necessary.
24 Section 2. Funding for this project is from the 2022 Capital Improvement Bonds authorized by Little
25 Rock, Ark. Resolution 15,968(May 2,2023): Account Activity BOD001 S.
26 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
28 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
29 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
30 resolution.
31 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
32 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
