This letter is to notify the City of Little Rock that Pulaski County, Arkansas, has approved the "No -Rise" analysis prepared for the Two Rivers Harbor Subdivision. The applicant engaged the engineers at FTN Associates, Ltd. ("FTN"), to perform the "No -Rise" analysis for this subdivision. FTN performed this analysis, and on June 30, 2005, FTN notified the applicant that the study showed that the proposed development will not create any adverse impact on the Base Flood elevations within the floodway in the vicinity of the project. The applicant forwarded this information to Mr. Sherman Smith, Director of Public Works for Pulaski County. Mr. Smith has accepted the No -Rise analysis. It is my understanding that this resolves favorably the only remaining issue for this item, and that the Planning Commission will hold the public hearing on this item at its July 21, 2005 meeting. 1 hope that this application will receive a recommendation of approval from staff. Also enclosed art copies of two deeds, a Warranty Deed and a Quitclaim Deed, both from Bottom Line, Inc. to Pulaski County. The Parcel Map describes five parcels. Parcel l is a portion of the existing easement conveyed from Pulaski County to Bottom Lire, Inc. on April 30, 2004 by Instrument Number 2004047621, A copy of this Easement is enclosed for your reference. Parcel 2 is another portion of this same easement. Both Parcels I and 2 convey all of the second part of this easement (the portion of the description after the word "AND") with the exception of the parcel described as Parcel 3. 1 propose using a Quitclaim Deed for this transfer because the only interest Bottom Line holds is an easement from the County. Parcel No. 3 will be conveyed by the County to Bottom Line. I would propose using a Warranty Deed for this transfer. While the County has previously conveyed an easement to Bottom Line for Tract 3, the Warranty Deed for Tract 3 will merge the title in Bottom Line, Tree. and should not create any problems for the County with its Warranty. Parcel No. 4 was not subject to a prior easement, so I would propose that the County use a Warranty Deed to transfer this property to Bottom Line. Parcel No. 5 is the very eastern end of the Bottom Line property. Bottom Line feels that this would be an ideal place for the County to allow users of the horse trail to have access to the Arkansas River and a place to rest. Bottom Line will be happy to provide an extension of its water line from the residential development to this area and would like to make some arrangement with the County for payment for any use of the water. Also, Bottom Line is providing land to the County which has frontage on the Arkansas River and is extremely valuable property.- I hope the County will see that this is a mutually beneficial transaction for all parties and one which provides the County with some truly unique property that will allow users of the horse trial to access the Arkansas River. Dear Mr. Hinson: In fulfillment of our contract for the referenced analysis, we are submitting a copy of a summary report prepared regarding that analysis and an accompanying comparison table listing the pre - and post -construction Floodway elevations for the Arkansas River within the affected reach of the River. FTN Associates, Ltd. (FTN) neither designed the proposed subdivision nor the prepared the proposed grading plan. The information provided by you and your contractor was used to hydraulically evaluate the probable effects of the proposed subdivision on the Floodplain and Floodway Water Surface elevations in the vicinity of the proposed construction. The resulting water surface elevations are not meant to confirm or change any published Flood Insurance Study information but are to be used as comparison of existing and proposed conditions in the impacted reach. We have prepared a "No -Rise" Certification for the proposed subdivision referenced above based on the results of this study. We do not encourage nor endorse the development of the proposed subdivision referenced above by the issuance of the enclosed "No -Rise" Certification nor by any part of the report concerning our analyses. Structures proposed to be constructed within the proposed development should be designed by a licensed Professional Engineer to withstand the flood forces that may occur within the impacted reach of the Arkansas River. It should be realized by you that the proposed location of the subdivision lies within the 100-year Floodplain and Floodway of the Arkansas River and may not be habitable should such a flood event occur within this reach of the Arkansas River. That information should be provided to all prospective buyers within this proposed development. I lili7i7jy+»„`.�, �� SEAL) OF A F TAR `� ���� 1�� aeti���•ai yAlt.- r A 6 F E, S 10x,IL LP• - May 13, 2005 Summary Report of "NO -RISE" Modeling Analysis Two Rivers harbor Subdivision F'TN No. 7300-006 The objective of this project was to perform a hydraulic modeling analysis of the proposed Two Rivers Harbor Subdivision to be located on the property of Mr. Charles Hinson in western Pulaski County. This analysis was necessary because the proposed development is to be located within the Floodway of the Arkansas River in Pulaski County, Arkansas. The analysis was performed to determine whether an increase in the floodplain or floodway water surface elevations would be expected to occur due to the proposed development. In the event that the proposed development would cause a rise in the water surface elevation, then alternatives would need to be examined to eliminate the increase. The hydraulic model used in this study was the US Army Corps of Engineers LRD-1 backwater model as it is the current "effective" model of the Arkansas River for the Pulaski County Flood Insurance Study. The latest LRD-1 backwater FLOODPLAIN AND FLOODWAY data files were obtained from the Little Rock District (LRD) Corps of Engineers Hydrology & Hydraulics Branch. In order to more accurately model the water surface elevations at the proposed construction sites, cross sections were developed within the proposed development at the locations of the proposed houses. The channel sections of these cross sections were linearly interpolated from existing LRD-1 cross sections located upstream and downstream from the study area. The elevations of the right overbank area for the added cross sections were determined from both new surveys performed by Mr. Donald Brooks and from Pulaski Area Geographical Information System contour map data. The left oberbank within the Project reach terminated at the top of bank and therefore was interpolated from the two original bounding LRD-1 sections. The Floodway boundaries were determined based on what was represented at the existing upstream and downstream cross sections contained in the latest LRD-1 model and as represented on the effective Flood Insurance Rate Map (FIRM). Cross sections were developed immediately upstream and downstream of each proposed house. These added cross sections were used to develop the pre -project conditions models, which incorporates the existing topography on that site into the LRD-1 models (Floodplain and Floodway). May 13, 2005 The pre -project conditions model was then copied and revised to reflect post -project conditions. A site plan with the proposed locations of the seven houses was developed by Pumphrey Architecture and provided by Mr. Hinson. The Two Rivers Harbor Subdivision is proposed to be developed with no change in existing grade, other than the addition of the proposed structures. The outlines of the proposed houses were provided by Pumphrey Architecture and are shown on the attached Work Map. For post -project conditions, the proposed structures were added to the LRD-1 models. After the LRD-1 analyses were performed for both pre-, and post -project conditions models, the output data was tabulated. It was determined that there was no detectable change in the floodplain and floodway water surface elevation due to the proposed development if the development is constructed as proposed. The attached table summarizes the water surface elevations and energy grade line elevations for these two scenarios for the 100-year discharge for the affected reach of the Arkansas River of 480,000 cfs.
