The access easements will be dedicated by separate instruments. Odd as it may seem, the title company has confirmed that a recorded access easement doesn't exist on the drive to Col. Glenn for either our property or the Kum & Go. Were you able to locate the S file for the Kum & Go? As discussed, please review and let us know if we can get this approved at staff level. I have also attached a copy of updated site plan with the plat information. I thought they may help see the whole picture. The mains are in easements which are attached. Indicate the easements on the plat and verify they cover the mains. The mains can be seen on PAGIS Online Mapping-(pagis_org), and the GIS location of the mains can be obtained from PAGIS.
