AN ORDINANCE GRANTING VARIANCES FROM
VARIOUS LOT DEVELOPMENT STANDARDS OF
CHAPTER 31 OF THE CODE OF ORDINANCES OF THE
CITY OF LITTLE ROCK, ARKANSAS; PROVIDING FOR
VARIANCES TO ALLOW FOR THE DEVELOPMENT OF A
PIPE STEM LOT AND TO ALLOW A REDUCED
BUILDING LINE FOR THE LAGNIAPPE ADDITION
SUBDIVISION PRELIMINARY PLAT (S-1465), LOCATED
ON THE NORTHWEST CORNER OF WALNUT AND "I"
STREETS.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That a variance from various lot design standards of Chapter 31 of
the Code of Ordinances is granted to provide for variances of certain requirements within
the Subdivision Regulations of the City of Little Rock for the Lagniappe Addition
Subdivision Preliminary Plat (S-1465) as follows:
Subsection A. That variances are granted from the provisions of Chapter 31,
Section 31-232(f) to allow the development of pipe stem lots; Lots 3 and 4 of the
Lagniappe Addition Subdivision Preliminary Plat.
Subsection B. That variances are granted from the provisions of Chapter 31,
Section 31-256 to allow a reduced building line adjacent to a residential classified street;
Lots 1 and 2 of the Lagniappe Addition Subdivision Preliminary Plat.
SECTION 2. This ordinance shall take effect thirty (30) days from and after its
passage.

SYNOPSIS
The applicant is requesting variances from the Subdivision
Ordinance to allow the development of pipe stem lots (Lots
3 and 4) and to allow a reduced building line (Lots 1 and 2)
for the proposed subdivision.
FISCAL IMPACT
None.
RECOMMENDATION
Staff recommends approval of the requested variances.
The Planning Commission voted to recommend approval
of the requested variance, as recommended by Staff, by a
vote of 8 ayes, 0 noes, 2 absent and 1 abstention
(Commissioner Bill Rector).
CITIZEN
The Planning Commission reviewed the proposed variance

request along with a rezoning request to PD-R at its
October 21, 2004 meeting. There were registered objectors
present. All property owners within 200 feet of the site, all
residents within 300 feet, who could be identified and the
Hillcrest Residents Neighborhood Association were
notified of the Public Hearing.
BACKGROUND
The applicant proposes the redevelopment of the site,
previously platted as six lots, with four lots and two tracts
through a PD-R. The proposed development will require
two variances from the Subdivision Ordinance; a variance

to allow the development of lots with a reduced building
line (Lots 1 and 2) and a variance to allow the development
of pipe stem lots (Lots 3 and 4).
The applicant has indicated the lots will be served by a
private drive extending from "I" Street near the
intersection with Walnut Street. The private drive is
proposed as the stems for the two pipe stem lots. The
stems are proposed as ten feet adjacent to "I" Street with
16-feet of pavement and a 30-foot access and utility
easement. The Subdivision Ordinance typically requires
the stem of a pipe stem lot to be no less than thirty -feet.
A fifteen foot building line is being requested along "I"
Street. The Subdivision Ordinance typically requires the
building line to be twenty-five feet. The indicated building
line is in keeping with the existing building line for homes
fronting I Street.

development proposal and the staff analysis and
recommendation.
