Detail width and type of all drives. 7. Dimension between mini -storage buildings. 8. Need driveway permit from Pulaski County Road & Bridge. 9. Provide A.D.E.Q. clearing permit and storm water discharge permit as required. 10. Provide Storm Water Pollution Prevention Plan and erosion control plan. 11. Provide flood statement detailing community/panel number and zone designation. 12. Show edges of pavement at Dixon Road. 13. Access drive turnouts to be 25' radius. 14. Show all proposed drainage structures. 15. RV's entering Dixon Road at slow speeds. Please detail site distance and speed limit for Dixon Road in this area. 16. Must comply with and obtain approval by Arkansas Dept. of Health for RV parks. 17. Provide proof of coordination with all utilities. 18. Verify coordination with Fire Service District. 19. Indicate Basis of Bearings and a basis for elevations (benchmark). 20. Identify all monuments, found and set during the course of the survey. 21. Perform a detailed hydraulic study. Furnish calculations to this department. 22. Is there any additional right-of-way dedication? If so, provide separate description. 23. Provide bar scale. 24. Provide traffic flow projections. Staff Recommendations: Staff recommends approval upon addressing these comments. FT. NEW STREET: 0 The applicant submitted a request dated September 23, 2004 requesting this item be deferred to the December 2, 2004 Public Hearing. Staff is supportive of this request. PLANNING COMMISSION ACTION: (OCTOBER 7, 2004) The applicant was not present. There were no registered objectors present. Staff stated the applicant had not resolved the issue related to the means of wastewater disposal. Staff presented a recommendation the item be deferred to the December 2, 2004, Public Hearing to allow additional time to resolve the issue related to the proposed septic system and placement. Provide notification of property owners located within 200-feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. 2. Provide details of the proposed wastewater collection and treatment system, including an approval of the indicated treatment from the Arkansas Department of Health if a septic system or a centralized collection and treatment system is to be utilized. 3. Provide details of the proposed signage including height and area of each of the indicated signs. Provide the height of the indicated signage located adjacent to the interstate as measured from the elevation of the centerline of the traffic lanes to the top of the sign structure. 4. Will there be any areas designated for outdoor storage? If so indicate the location of the proposed storage areas along with details of the items to be placed in this area. 5. Provide the location of the proposed RV dump station. 6. Provide a detailed phasing plan on the proposed site plan. 7. Provide details of proposed screening on the site plan. 8. Provide details of any proposed fencing both interior and perimeter fencing including the location, height and construction material. 9. The traffic flow of the development will need to be changed or the indicated spaces rearranged to allow for ease of maneuvering. ,,- Variance/Waivers: None requested. Public Works: 1. Dixon Road is classified on the Master Street Plan as a minor arterial. A dedication of right-of-way 45-feet from centerline will be required. 2. With construction, provide Public Works with design of street improvements conforming to Master Street Plan. Construct one-half street improvement to the street including 5-foot sidewalks with the planned development. Street widening should be striped as a right turn lane. 3. This site is outside the corporate limits. No grading permits or storm water detention is required per City ordinances. Utilities and Fire Department/County Planning: Wastewater: Outside the service boundary. No comment. Provide details of the proposed wastewater collection and treatment system. Entergy: Approved as submitted. Center -Point Energy: Approved as submitted. SBC: No comment received. Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. Approval of the City of Little Rock is required prior to service. The facilities on -site will be private. When meters are planned off private lines, private facilities shall be installed to Central Arkansas Water's material and construction specifications and installation will be inspected by an engineer, licensed to practice in the State of Arkansas. Execution of Customer Owned Line Agreement is required. Additional fire hydrant(s) will be required. Contact the Fire Department having jurisdiction to obtain information regarding the required placement of the hydrant(s) and contact Central Arkansas Water regarding procedures for installation of the hydrant(s). This development will have minor impact on the existing water distribution system. Proposed water facilities will be sized to provide adequate pressure and fire protection. Contact Central Arkansas Water at 992-2434 for additional information. Fire Department: Place fire hydrants per code. Outside the service boundary. Provide a letter from the area volunteer fire department concerning their ability to serve the site. Contact the Little Rock Fire Department at 918-3700 for additional information. An irrigation system to water landscape areas will be required. Prior to construction, it will be necessary to provide landscape plans stamped with the seal of a Registered Landscape Architect. Revised plat/plan: Submit four (4) copies of a revised preliminary plan (to include the additional information as noted above) to staff on Wednesday, September 22, 2004.
