Provide notification of abutting property owners of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than February 1, 2006. The Office of Planning and Development must receive the proof of notice no later than February 8, 2006. 2. The site plan indicates a platted building line adjacent to Frazier Pike, a principal arterial, of 25-feet. To meet the minimum ordinance requirements the building line would be 35-feet. 3. Provide a building line of 25-feet adjacent to Riddick Street. 4. Typically corner lots are required as 75-feet (Section 36-232(e)). The plat indicates Lot 8 at 67.5 feet. To allow the reduced lot width will require a variance from the Subdivision Ordinance. 5. The applicant has indicated the development of the subdivision in two phases; Lots 1-3 Phase I and Lots 4 — 8 Phase II. 6. The Access/Drainage and Utility Easement is labeled as a Tract. Who will be responsible for maintenance? Variance/Waivers: 1. A waiver of the required Master Street Plan improvements to Frazier Pike. 2. An in -lieu contribution for the required storm water detention. 3. A variance to allow a reduced lot width for proposed Lot 8 (Section 31-232(e)). Public Works Conditions: 1. Frazier Pike is classified on the Master Street Plan as a minor arterial. A dedication of right-of-way 45 feet from centerline will be required. 2. Riddick Street is classified on the Master Street Plan as a residential street. A dedication of right-of-way 25 feet from centerline will be required. 3. A 20 foot radial dedication of right-of-way is required at the intersection of Riddick Street and 39th Street. 4. 39t" Street is classified on the Master Street Plan as a residential street. A dedication of right-of-way 25 feet from centerline will be required. 5. Frazier Pike is classified on the Master Street Plan as a minor arterial street, Section 31-210(e)(1) states residential lots shall take access from streets other than arterial streets within the subdivision. 6. With site development, provide design of Frazier Pike conforming to the Master Street Plan. Construct one-half street improvement to the street including sidewalk prior to final platting. I 7. With site development, provide dosign of Riddick Street and 39th Street conforming to the Master Street Plan. Construct one-half street improvements to these streets including 5-foot sidewalks prior to final platting. Since streets do not exist, at least 20 feet of pavement must be provided for access by emergency vehicles. Riddick Street and 39th Street should be designed to residential standards (26 foot wide from back of curb to back of curb). 8. Due to location of existing streets and existing right-of-way, proper access is not provided to lots that meet current street standards. 9. Storm water detention ordinance applies to this property. Show the proposed location for storm water detention facilities on the plan. 10. Street improvement plans shall include signage and striping. Traffic Engineering must approve completed plans prior to construction. Utilities and Fire Department/County Planning: Wastewater: Sewer main extension required, with easements, if service is required for the project. Contact Little Rock Wastewater at 688-1414 for additional information. Entergy: No comment received. Center -Point Energy: No comment received. SBC: No comment received. Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. A Capital Investment Charge based on the size of the meter connection(s) will apply to this project in addition to normal charges. Fire Department: Install fire hydrants per code. Contact the Little Rock Fire Department at 918-3700 for additional information. County Planning: No comment. CATA: The site is located on CATA Bus Route #20 - the College Station Route. Plannina Division: No comment. Landscape_ No comment. Revised plat/plan: Submit four (4) copies of a revised preliminary plat (to include the additional information as noted above) to staff on Wednesday, February 1, 2006.
