BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That a variance from various lot design standards of Chapter 31 of the Code of Ordinances is granted to provide for variances of certain requirements within the Subdivision Regulations of the City of Little Rock for the Rock Haven Addition Preliminary Plat (5-1449) as follows: Subsection A. That variances are granted from the provisions of Chapter 31, Section 31-234 to provide a reduced lot area; Lots 4 — 8 and Lots 14 — 24 of the Rock Haven Addition Preliminary Plat. SECTION 2. This ordinance shall take effect thirty (30) days from and after its passage. FISCAL IMPACT None. RECOMMENDATION Staff recommends approval of the requested variance. The Planning Commission voted to recommend approval of the requested variance, as recommended by Staff, by a vote of 10 ayes, 0 noes and 1 absent. CITIZEN The Planning Commission reviewed the proposed variance PARTICIPATION request at its July 15, 2004 meeting. There were no registered objectors present. All property owners within 200 feet of the site, all residents within 300 feet, who could be identified and the Parkway Place Property Owners Association were notified of the Public Hearing. BACKGROUND The proposed property contains 6.068 acres and the applicant proposes to develop the site with 24 single- family lots. Rock Haven Addition is a planned residential development to consist of 24 residential patio homes (File No. Z-7665). BACKGROUND CONTINUED The applicant has indicated a zero lot line development. Per the Subdivision Ordinance, the applicant has indicated a generalized site plan showing the proposed locations and dimensions of all buildings, accessory uses and other improvements. The platted building lines are shown on all sides of each lot for the purpose of delineating the maximum buildable area of each lot and the zero lot line yard has been specified. The proposed development will require a variance to allow a reduced lot area for Lots 4 — 8 and Lots 14 — 24. The applicant has indicated these lots will range in size from 3312 square feet to 3690 square feet. The typical minimum lot area for a zero lot line development is 4000 square feet. Staff is supportive of this request. Staff feels the proposed design concept and the reduced areas will not have any adverse impact on adjoining properties or neighborhoods.
