AN ORDINANCE GRANTING A VARIANCE FROM
VARIOUS LOT DEVELOPMENT STANDARDS OF
CHAPTER 31 OF THE CODE OF ORDINANCES OF THE
CITY OF LITTLE ROCK, ARKANSAS; PROVIDING FOR A
VARIANCE TO ALLOW A REDUCED FRONT BUILDING
LINE FOR THE VASQUEZ SUBDIVISION PRELIMINARY
PLAT (S-1442), LOCATED AT 6720 MABELVALE CUT-
OFF.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That a variance from various lot design standards of Chapter 31 of
the Code of Ordinances is granted to provide for variances of certain requirements within
the Subdivision Regulations of the City of Little Rock for the Vasquez Subdivision
Preliminary Plat (S-1442) as follows:
Subsection A. That variances are granted from the provisions of Chapter 31,
Section 31.-256(2) to allow a reduced front building line adjacent to a minor arterial
classified street; Lot 1 of the Vasquez Subdivision Preliminary Plat.
Subsection B. That variances are granted from the provisions of Chapter 31,
Section 31-256 to allow a reduced front building line adjacent to a residential classified
street; Lots 1 and 2 of the Vasquez Subdivision Preliminary Plat.
SECTION 2. This ordinance shall take effect thirty (30) days from and after its
passage.

SYNOPSIS
The applicant proposes the rezoning of this site from R-2,
Single-family District to PD-R to allow the creation of a
two lot. The plat will require a variance from the
Subdivision Ordinance to allow the development of the
lots with a reduced front building line.
FISCAL IMPACT
None.
RECOMMENDATION
Staff recommends approval of the requested variance. The
Planning Commission voted to recommend approval of the
requested variance, as recommended by Staff, by a vote of
11 ayes, 0 noes and 0 absent.
CITIZEN
The Planning Commission reviewed the proposed variance
PARTICIPATION
request along with a rezoning request to PD-R at its June 3,
2004 meeting. There were no registered objectors present.
All property owners within 200 feet of the site, all
residents within 300 feet, who could be identified, the
Chicot Neighborhood Association, the Yorkwood
Neighborhood Association, the Santa Monica
Neighborhood Association, the Rob Roy Way
Neighborhood Association and Southwest Little Rock
United for Progress were notified of the Public Hearing.
BACKGROUND
On April 8, 2004, the Commission heard a request for a
conditional use permit to allow for the conversion of the
existing accessory structure on this R-2 zoned, .39f acre

tract into an accessory dwelling. The applicant did not
propose to occupy either dwelling. The Commission
elected to defer the item to the May 8, 2004, Public
Hearing. At the May 8, 2004, Public Hearing the request
was withdrawn by the applicant, since a rezoning request
to Planned Residential Development had been filed for the
site.
The applicant now proposes to subdivide this site into two
single-family residential lots through the planned
development process (File No. Z-7594-A). The applicant
has indicated a minimum lot size of 7,762 square feet. The
average lot size proposed is 8,494 square feet. The
proposal includes the development of each of the lots with
a reduced front building line.
The Subdivision Ordinance typically requires a front
building line adjacent to a minor arterial (Mabelvale Cut-
off) of 35-feet and adjacent to a residential street (Warren
Drive) of 25-feet. The proposed preliminary plat will
require variances from the Subdivision Ordinance to allow
a reduced front building line for Lot 1 adjacent to
Mabelvale Cut-off (25-feet) and Warren Drive (18-feet).
Lot 2 will require a variance from the Subdivision
Ordinance to allow a reduced front building line adjacent
to Warren Drive (18-feet).

2004 Public Hearing approving a preliminary plat for the above referenced project. The Planning
