The applicant submitted a request dated August 9, 2004 requesting this item be
deferred to the October 7, 2004 Public Hearing. The applicant has indicated the
deferral will allow for sufficient time to resolve the outstanding issues related to the
proposed zoning of the site, which the Commission will review at their September 9,
2004 Public Hearing. Staff is supportive of this request.

The applicant was present representing the request. There were no registered
objectors present. Staff stated the applicant had submitted a request dated August 9,
2004 requesting the item be deferred to the October 7, 2004 Public Hearing. Staff
stated the applicant had indicated the deferral would allow for sufficient time to resolve
the outstanding issues related to the proposed zoning of the site, which the Commission

item be withdrawn from consideration. Staff is supportive of this request.

LOCATION: located on Valley Ranch Drive, North of Cantrell Road's
Planning Staff Comments:
1. Provide notification of abutting property owners of the site, complete with the
certified abstract list, notice form with affidavit executed and proof of mailing.
2. Provide the names of recorded subdivisions abutting the plat area.
3. Provide the names of owners of all abutting lands.
4. Provide a phasing plan, if applicable.
5. Provide the source of title of the landowner.
6. Verify the source of water indicated in the general notes section of the proposed
preliminary plat.
7. Indicate on the proposed driveway locations on the proposed preliminary plat.
8. The plat indicates the site is currently zoned 0-3. Lots 12 — 15 are currently zoned
R-2, Single-family. This request was deferred from the July 29, 2004 Planning
Commission Public Hearing. As indicated as a part of the zoning request staff has
concerns with the proposed zoning and driveway placement adjacent to properties
indicated for single-family development.
Variance/Waivers: None requested.
Public Works:
1. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior
to any land clearing or grading activities at the site. Site grading and drainage plans
will need to be submitted and approved prior to the start of construction.
2. Storm water detention ordinance applies to this property.
3. Prepare a letter of pending development addressing streetlights as required by
Section 31-403 of the Little Rock Code of Ordinances. Contact Traffic Engineering
at (501) 379-1813 (Steve Philpott) for more information.
Utilities and Fire Department/County Planning:
Wastewater: Sewer main extension required with easements if service is required
for the project. Contact Little Rock Wastewater Utility at 688-1414 for additional
information.
Entergy: No comment received.
Center -Point Energy: Approved as submitted.
SBC: No comment received.
Central Arkansas Water: All Central Arkansas Water requirements in effect at the
time of request for water service must be met. A Capital Investment Charge based on
the size of the meter connection(s) will apply to this project in addition to normal
charges. This fee will apply to all meter connections including any metered connections
off the private fire system. Water main extensions will be required in order to provide
service to this property. This development will have minor impact on the existing water
distribution system. Proposed water facilities will be sized to provide adequate pressure
and fire protection.
Fire Department: Place fire hydrants per code. Contact the Little Rock Fire Department
