3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A
5 SOLE-SOURCE CONTRACT TO RENEW SERVICES WITH
6 LEADSONLINE,LLC,IN AN AMOUNT NOT TO EXCEED SIXTY-EIGHT
7 THOUSAND, FIVE-HUNDRED, AND FORTY-SEVEN DOLLARS
8 ($68,547.00), PLUS APPLICABLE TAXES AND FEES, FOR THE
9 INTEGRATION OF THE RMS RECORDS SYSTEM IN THE REAL TIME
10 CRIME CENTER AT THE LITTLE ROCK POLICE DEPARTMENT; TO
11 DECLARE AN EMERGENCY;AND FOR OTHER PURPOSES.

13 WHEREAS, Little Rock,Ark., Ordinance No. 18,952 (October 7, 2003) was incorporated into City
14 Code 17-178, which requires all pawnbrokers, secondhand dealers and scrap metal yards to comply with
15 online reporting of transactions;and,
16 WHEREAS,state statute requires electronic database record retention; and,
17 WHEREAS, the renewal of an existing contract makes it impractical and unfeasible to submit this
18 matter to a competitive selection process;and,
19 WHEREAS, the total cost for a one (1)-year renewal of the software subscription services contract
20 with LeadOnline, LLC shall not exceed Sixty-Eight Thousand Five Hundred Forty-Seven Dollars
21 ($68,547.00),plus applicable taxes and fees.
22 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. It is impractical and unfeasible to submit this one (1)-year renewal to the competitive
25 process.
26 Section 2.The Board of Directors authorizes the City Manager to enter into a sole-source contract with
27 LeadsOnline, LLC, in an amount not to exceed Sixty-Eight Thousand Five Hundred Forty-Seven Dollars
28 ($68,547.00), plus applicable taxes and fees, for the integration of the RMS Records Systems in the Real
29 Time Crimes Center at Little Rock Police Department.
30 Section 3.Funding for these expenditures will be paid from Account No. 105201-61350.
31 Section 4.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word
32 of this resolution is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication

1 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the
2 portion so declared or adjudged invalid or unconstitutional were not originally a part of the resolution.
3 Section 5. Repealer.All laws, ordinances, resolutions, or parts of the same that are inconsistent with
4 the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
5 Section 5. Emergency Clause. The ability to have an automated single-source database collection
6 point for information used by the pawn broker and resale industry is essential to the public health, safety
7 and welfare;an emergency is, therefore, declared to exist and this ordinance shall be in full fotre and effect
8 from and after the date of its passage.
