3 A RESOLUTION TO EXTEND THE FRIENDS OF MOSAIC CULTURAL
4 CENTER TEMPORARY ENTERTAINMENT DISTRICT, FOR ONE (1)
5 DAY ON JUNE 21,2025; AND FOR OTHER PURPOSES.

7 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
8 Little Rock,Ark., Ordinance No. 21,761 and Act 812 of 2019 (the "Act")which permitted the creation of
9 Entertainment Districts; and,
10 WHEREAS, on April 14, 2025, City of Little Rock, Ark.,Arkansas received an application for the
11 Friends of the Mosaic Culture Center which seeks creation of a temporary entertainment district for the
12 Juneteenth Da Rock Street Festival;and,
13 WHEREAS, the Act and this ordinance are intended to promote hospitality and tourism within the
14 City, to highlight restaurant, nightlife entertainment and hospitality options to tourists, and to create
15 standards for regulation of alcohol possession within the boundaries of the Designated Entertainment
16 Districts; and,
17 WHEREAS, the City Board of Directors has determined the creation of a Temporary Entertainment
18 District pursuant to Little Rock,Ark.Ordinance No.21,761 (July 23,2019)is appropriate as recommended
19 by the Planning& Development Department.
20 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS;
22 Section 1.The Friends of Mosaic Cultural Center Entertainment District is hereby created by the City
23 of Little Rock as a Temporary Entertainment District on May 20, 2025, and subject to Little Rock, Ark.
24 Ordinance No.21,761 (July 23, 2019), as amended and its defined terms.
25 Section 2.Boundaries.The temporary boundaries of the Friends of the
26 Mosaic Cultural Center Entertainment District includes the location of the temporary entertainment district
27 that runs along Historic 9th Street from Broadway to State Street to encompass Arch and Gaines.There will
28 be physical barriers placed at the State Street and 1-30 Accessway, 9th and State Streets, 8th and Gaines
29 Streets, 8th and S.Arch Streets.A musical stage will be positioned on 9th and Arch Streets leaving the I-30
30 Accessway free for through traffic. Please see the attached map for a detailed view attached hereto as
31 Exhibit A.
32 Section 3. Timeframe. The Friends of the Mosaic Cultural Center Temporary Entertainment District
33 will be designated as a Temporary Entertainment District upon the adoption of this Resolution and shall

1 expire on June 21, 2025. The date and time is June 21, 2025, from 1:00 p.m. until 6:00 p.m. The City
2 reserves the right to amend the boundaries and hours of operation at its sole discretion.
3 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 resolution.
8 Section 5.Repealer.All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
9 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
