RE: 4625 Lookout Drive — Front Yard Setback for Accessory Structures Variance
Dear Planning Commission,
Thank you for considering the variance request for the above referenced project.
The owner, John K Chandler Rev Trust, is requesting a variance from the Ordinance
Section 36-156.2(c) that requires accessory structures to be constructed further than
60ft from the front property line. for the following reasons:
The existing home was built in 2006 and predates the Hillcrest Design Overlay District
and is considered a non-contributing / non -conforming structure. The site slopes 32ft
from Lookout Dr up to the rear alley along the southern property line. Because of this,
the existing home is situated closer to the rear property line, and the primary entry door
and parking area face the rear alley. We are requesting the above variance to build an
accessory structure between the existing home and Lookout Drive.
The proposed accessory structure will add a saltwater pool and poolhouse that will align
with the average 35ft front yard building line of adjacent property along Lookout Drive.
The finished level of the poolhouse and pool area will also be at a similar height from
Lookout Drive as many of the adjacent porches. Several homes along this stretch of
Lookout Drive have either abandoned their front entries or installed privacy fences to
screen their property from Lookout Drive. The exterior finishes will match the existing
home and maintain its character.
We feel this is a sympathetic and respectful project to the surrounding street and
neighboring properties.

Residential Zoning Variance Request

Summary: Extending the retaining wall to the street on the front of the property and into the setback
on the east side of the property.
Applicant: Mark Williams— Builder— Mark Williams Construction Inc.
The property, 252 River Ridge Point, is located on the extremely steep hillside overlooking the 430
bridge. All lots on this hillside are on a very steep grade. There is not any flat land on the lot, thus the
need for retaining walls.
The front of the house has a retaining wall as part of the structure that extends east and west across the
property. Currently, the retaining wall is permitted to run 10.13' from the west side of the property line
and 18.97' from the curb of the street (which is behind the building setback line). On the west side of
the property, the variance request is for the wall to run to the street, similar to the neighbor next door
and many other houses in the neighborhood due to the steep nature of the slope of the lot. This will
provide a flat area for an extended yard and a backup area for vehicles coming out of the garage. This
will also enhance the looks of the property, in that a steep slope that is hard to maintain will become a
flat landscaped yard. Also, this will provide for an additional parking space to be used to keep more
visitors from parking on the street.
On the east side of the property, the request is for the wall to run 9' from the front corner of the
property to within 5.75' of the property line and extend 12' towards the front of the property. This will
not go past the building setback line on the front of the property. Again, the goal is to make a flat yard
on a steep sloped lot.
