SYNOPSIS
The applicant proposes a revision to a previously approved
preliminary plat. The plat includes the development of a
lot without public street frontage.
FISCAL IMPACT
None.
RECOMMENDATION
Staff recommends approval of the requested variance. The
Planning Commission voted to recommend approval of the
requested variance, as recommended by Staff, by a vote of
11 ayes, 0 noes and 0 absent.
CITIZEN
The Planning Commission reviewed the proposed variance

request at its May 6, 2004 meeting. There were no
objectors present. All property owners within 200 feet of
the site, the Gibralter Heights/Point West Neighborhood
Association and the Parkway Place Property Owners
Association were notified of the Public Hearing.
BACKGROUND
The applicant is requesting to revise a previously approved
preliminary plat to allow the creation of an additional lot.
The lot (Lot 8 Bowman Kanis Retail Center Preliminary
Plat) will be created without public street frontage. The lot

will be served by a thirty foot access easement along the
eastern boundary of the property. The proposed lot will
contain approximately 4.33 acres; sufficient to meet the
minimum area required for a C-3, General Commercial
District zoned lot.
As a separate item on this agenda the applicant is
requesting a revocation of a previously approved Planned
Commercial District zoning classification for Lot 1 of the
Bowman Kanis Retail Center Addition (Z-6554-B).
To Staff s knowledge, there are no outstanding issues
associated with the proposed request. Please see the
attached Planning Commission minute record and site plan
for the applicant's specific development proposal and the
staff analysis and recommendation.

CHAPTER 31 OF THE CODE OF ORDINANCES OF THE
CITY OF LITTLE ROCK, ARKANSAS; PROVIDING FOR A
VARIANCE TO ALLOW THE CREATION OF A LOT
WITHOUT PUBLIC STREET FRONTAGE FOR THE
BOWMAN KANIS RETAIL CENTER REVISED
PRELIMINARY PLAT (S-1415-A), LOCATED ON THE
NORTHWEST CORNER OF KANIS ROAD AND BOWMAN
ROAD.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That a variance from various lot design standards of Chapter 31 of
the Code of Ordinances is granted to provide for variances of certain requirements within
the Subdivision Regulations of the City of Little Rock for the Bowman Kanis Retail
Center Revised Preliminary Plat (S-1415-A) as follows:
Subsection A. That variances are granted from the provisions of Chapter 31,
Section 31-231 to allow the creation of a lot without public street frontage; Lot 8 of the
Bowman Kanis Retail Center Revised Preliminary Plat.
SECTION 2. This ordinance shall take effect thirty (30) days from and after its
passage.

2004 Public Hearing approving a preliminary plat for the above referenced project. The Planning
Commission made a recommendation of approval at their May 6, 2004 Public Hearing of these
requests.
