AN ORDINANCE GRANTING A VARIANCE FROM
VARIOUS LOT DEVELOPMENT STANDARDS OF
CHAPTER 31 OF THE CODE OF ORDINANCES OF THE
CITY OF LITTLE ROCK., ARKANSAS PROVIDING FOR A
VARIANCE TO ALLOW THE DEVELOPMENT OF A LOT
WITHOUT PUBLIC STREET FRONTAGE FOR THE LOCK
AND LOAD BUSINESS CENTER PRELIMINARY PLAT
(S-1410), LOCATED IN THE 10000 BLOCK OF
STAGECOACH ROAD, CITY OF LITTLE ROCK, PULASKI
COUNTY, ARKANSAS.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That a variance from various lot design standards of Chapter 31 of
the Code of Ordinances is granted to provide for variances of certain requirements within.
the Subdivision Regulations of the City of Little Rock for Lock and Load Business
Center —Preliminary Plat (S-1410) as follows:
Subsection A. That variances are granted from the provision of Chapter 31,
Section 31-231 to allow Lot 2 of the Lock and Load Business Center Preliminary Plat to
develop as a lot without public street frontage.
SECTION 2. This ordinance shall take effect thirty (30) days from and after its
passage.

Enclosed please find a copy of an Ordinance adopted by the Board of Directors at their November
18, 2003 Public Hearing approving a preliminary plat for the Lock and Load Subdivision located
on Stagecoach Road in the 10000 Block. The Planning Commission made a recommendation of
approval at their October 16, 2003 Public Hearing of these requests.
Please submit three copies of the approved preliminary to me as soon as possible so your file

SYNOPSIS
The applicant proposes to rezone the site from R-2, Single-
family to PCD to allow the creation of a two lot plat. The
development will require a variance from the Subdivision
Ordinance; the creation of Lot 2 without public street
frontage.
FISCAL IMPACT
None.
RECOMMENDATION
Staff recommends approval of the variance requests. The
Planning Commission voted to recommend approval of the
variance requests, as recommended by staff, with a vote of
9 ayes, 0 nays and 2 absent.
CITIZEN
The Planning Commission reviewed the proposed variance

. request as a part of the PCD request at its October 16, 2003
meeting. There were no objectors present. All property
owners within 200 feet of the site, all residents within 300
feet, who could be identified, the Otter Creek Homeowners
Association and Southwest Little Rock United for Progress
were notified of the Public Hearing.
BACKGROUND
The applicant proposes to rezone this 9.5-acre tract to PCD
to allow the site to develop with a commercial
development and allow the creation of a two lot plat. Lot 1
will contain a 9600 square foot office/retail building
with C-3, General Commercial listed uses and the required

parking. Lot 2 will be created as a lot without public street
frontage and access will be provided from Lot 1 in the way
of an ingress/egress/utility easement. Lot 2 will develop
as a mini -warehouse development. The applicant is
requesting a variance from the Subdivision Ordinance
Section 31-231.
Please see the attached Planning Commission minute
record and site plan for the applicant's specific
development proposal and the staff analysis and
recommendation.
To staffs knowledge there are no outstanding issues
associated with this application. Staff feels that the
proposed request is appropriate and should have no
adverse impacts on the general area.
