CITY OF LITTLE ROCK, ARKANSAS; PROVIDING FOR A
VARIANCE TO ALLOW AN INCREASED DEPTH TO
WIDTH RATIO FOR LOT 3 AND TO ALLOW LOT 3 TO
DEVELOP WITHOUT PUBLIC STREET FRONTAGE FOR
THE LUSK ADDITION — PRELIMINARY PLAT (S-1401),
LOCATED AT 14410 CANTRELL ROAD, LITTLE ROCK,
ARKANSAS.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That a variance from various lot design standards of Chapter 31 of
the Code of Ordinances is granted to provide for variances of certain requirements within
the Subdivision Regulations of the City of Little Rock for the Lusk Addition —
Preliminary Plat (S-1401) as follows:
Subsection A. That variances are granted from the provisions of Chapter 31,
Section 31-232(b) to allow Lot 3 of the Lusk Addition to develop with an increased depth
to width ratio.
Subsection B. That variances are granted from the provisions of Chapter 31,
Section 31-231 to allow Lot 3 of the Lusk Addition to develop without public street
frontage.
SECTION 2. This ordinance shall take effect thirty (30) days from and after its
passage.

SYNOPSIS
The applicant is requesting the creation of a three (3) lot
plat which will require variances from the Subdivision
Ordinance. Proposed Lot 3 of the Lusk Addition will
require two variances to allow the lot to develop; a
variance to allow an increased lot depth to width ratio and
a variance to allow the lot to develop without public street
frontage.
FISCAL IMPACT
None.
RECOMMENDATION
Staff recommends approval of the requested variances.
The Planning Commission voted to recommend approval
of the variance requests, as recommended by Staff, by a
vote of 11 ayes, 0 noes and 0 absent.
CITIZEN
The Planning Commission reviewed the proposed lot
PARTICIPATION
variances, at its July 24, 2003 meeting. There were
objectors present. All property owners within 200 feet of
the site, all residents within 300 feet, who could be
identified, the Westchester Neighborhood Association, the
Westbury Neighborhood Association, the Pankey
Improvement Association and the Secluded Hills Property
Owners Association were notified of the Public Hearing.
BACKGROUND
The applicant proposes a rezoning and the creation of a
three lot plat for the proposed development. The plan will
require variances form the Subdivision Ordinance to allow
Lot 3 to develop without public street frontage and to
develop with an increased depth to width ratio.
Lot 1 contains 42,430 square feet and is not included in the
rezoning request. Lot 2 contains 76,532 square feet and
proposes a retail building (0-3, General Office along with
the listed accessory uses with no limit being placed on the
accessory uses) with 12,900 square feet of gross floor area
and 60 parking spaces or 4.65 per 1,000 square feet. Lot 3
is designated for 88,000 square feet of mini -warehouse in
eight buildings and an 1800 square foot office/residence.
The three lots will be served by one curb cut off Cantrell
Road. The driveway is approximately midway between
Candlewood Drive and Pinnacle Valley Road. The
development does not abut Candlewood Drive to the east.
There is a strip of land not owned by the applicant
approximately 30-feet in width between Candlewood
Drive and the eastern boundary of the site.
Otherwise, to Staff s knowledge, there are no outstanding
issues associated with the proposed request. Please see the
attached Planning Commission minute record and site plan
for the applicant's specific development proposal and the
staff analysis and recommendation.
