3 A RESOLUTION TO AUTHORIZE THE MAYOR OR CITY MANAGER
4 TO ACCEPT FUNDS FROM THE ARKANSAS HISTORIC
5 PRESERVATION PROGRAM, IN THE AMOUNT OF SEVENTY-EIGHT
6 THOUSAND, EIGHT HUNDRED DOLLARS ($78,800), TO CONDUCT
7 PHASE V OF THE HILLCREST NATIONAL REGISTER HISTORIC
8 DISTRICT RESURVEY, FOR TRAINING FOR HISTORIC DISTRICT
9 COMMISSIONERS AND STAFF, AND TO FUND CONTINUING
10 MEMBERSHIP DUES; TO AUTHORIZE THE MAYOR AND CITY
11 MANAGER TO EXECUTE ANY AND ALL NECESSARY
12 APPLICATIONS, AGREEMENTS, AND CONTRACTS FOR ITS
13 ADMINISTRATION; AND FOR OTHER PURPOSES.

15 WHEREAS,the City of Little Rock,Arkansas,("City")acknowledges that 2025 Certified Local
16 Government Grant Funds are available from the Arkansas Heritage Preservation Program ("AHPP");
17 and,
18 WHEREAS,the City has successfully applied for grant funds from AHPP and it is desirous
19 of awarding Seventy-Eight Thousand,Eight Hundred Dollars($78,800)to the City;and,
20 WHEREAS,the grant funds will be used as follows: 1)Seventy-Two Thousand Dollars($72,000)for
21 Consultants' Services for Phase V of the Hillcrest National Register Historic District Resurvey; 2) Six
22 Thousand Five Hundred Dollars ($6,500) for travel expenses for AHPP sponsored or approved trainings
23 for Historic District Commissioners and Staff, and 3) Three Hundred Dollars ($300) for continuing
24 membership dues in historic preservation-related organizations;and,
25 WHEREAS, Phase I of the Hi 1 I c r e s t National Register Historic District Resurvey was
26 completed in the Fall of 2021 resurveying 454 properties; Phase II was completed in the Fall of 2023
27 resurveying 305 properties;Phase III was completed in 2024 resurveying 368 properties;and 330
28 properties will resurveyed in this fifth and final phase of the project;and,
29 WHEREAS, members of the City' s Historic District Commission and Staff have need of periodic
30 training in order to properly fulfill their duties to the City.

32 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
33 OF LITTLE ROCK,ARKANSAS:

Section 1. The Board of Directors of the City of Little Rock authorizes the Mayor or City
2. Manager to accept funds from the Arkansas Heritage Preservation Program ("AHPP") in the
3 amount of Seventy-Two Thousand Dollars ($72.000) for Consultant Services for Phase V of the
4 Hillcrest National Register of Historic Places District Resurvey.
5 Section 2. The Board of Directors of the City of Little Rock authorizes the Mayor or City
6 Manager to accept funds from the AHPP in the amount of Six Thousand Five Hundred Dollars
7 ($6,500) for travel expenses for AHPP sponsored or approved training(s) for Historic District
8 Commissioners and Staff.
9 Section 3. The Board of Directors of the City of Little Rock authorizes the Mayor or City
10 Manager to accept funds from the AHPP in the amount of Three Hundred Dollars ($300) for
11 continuing membership dues in historic preservation-related organizations.
12 Section 4. The Mayor and City Manager and any other necessary City employees are hereby
13 authorized and directed to execute any and all appropriate applications, agreements, and contracts
14 necessary to expedite the construction and renovation of the above stated projects.
15 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
16 word of this resolution is declared or adjudged to be invalid or unconstitutional. such declaration or
17 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
18 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
19 resolution.
20 Section 6. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
21 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
