3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH COMMERCE BANK FOR VIRTUAL
5 CREDIT CARD SERVICES; AND FOR OTHER PURPOSES.

7 WHEREAS,Commerce Bank has been awarded a contract by Omnia Partners for virtual credit cards;
8 and,
9 WHEREAS, the City of Little Rock ("City") is a member of Omnia Partners and is able to
10 cooperatively utilize the contract for goods and services for the City, pursuant to Little Rock, Ark.
11 Resolution("LRR")No. 16,603 (February 18, 2025),as amended by LRR No. 16,677(May 6, 2025); and,
12 WHEREAS, the City has a need for an additional accounts payable payment option, virtual or
13 electronic credit cards —non-physical credit cards that are emailed to vendors and suppliers for payment
14 processing or keyed into an online portal by City staff or by Commerce Bank to provide prompt payment
15 to vendors that accept credit cards without a service fee without the additional costs of printing or the risk
16 of loss by delivery through the United State Postal Service("USPS");and,
17 WHEREAS,there will be zero cost to the City to enter into this contract.
18 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
20 Section 1. The City Manager is authorized to enter into a contract with Commerce Bank for virtual
21 credit card services.
22 Section 2.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word
23 of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication
24 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the
25 portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution.
26 Section 3. Repealer. All laws,ordinances,resolutions, or parts of the same,that are inconsistent with
27 the provisions of the is resolution,are hereby repealed to the extent of such inconsistency.
