3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A SUBAWARD AGREEMENT WITH UNIVERSITY OF ARKANSAS
5 AT LITTLE ROCK (UALR) SCHOOL OF PHYSICAL SCIENCES —
6 GEOLOGY PROGRAM, IN AN AMOUNT NOT TO EXCEED THIRTY-
7 EIGHT THOUSAND, NINE HUNDRED EIGHTY-FOUR DOLLARS
8 ($38,984.00) TO ADMINISTER ENVIRONMENTAL PROTECTION
9 AGENCY WETLAND DEVELOPMENT PROGRAM GRANT FUNDS FOR
10 FOURCHE CREEK WATER AND SOIL SAMPLING RESEARCH
11 ASSISTANCE, ; AND FOR OTHER PURPOSES.

13 WHEREAS, on September 24, 2024, the City of Little Rock (the "City") was awarded an
14 Environmental Protection Agency Wetland Program Development Grant (the "Grant") in the amount of
15 Two Hundred Seventy Thousand,Three Hundred Eighty-Nine Dollars($270,389.00);and,
16 WHEREAS, the Grant award allows the City to issue a subaward of grant funds to UALR for the
17 Fourche Creek Watershed research project;and,
18 WHEREAS, the City's Public Works and Grant Departments, in compliance with the Grant's
19 requirements,wish to enter into a grant subaward agreement with the University of Arkansas at Little Rock
20 School of Physical Sciences—Geology Program,to utilize grant funds to provide one graduate student and
21 two undergraduate students to conduct water and soil sampling at four to six locations for up to twenty-four
22 months in the Fourche Creek Watershed;and,
23 WHEREAS,the total cost of this joint endeavor is not to exceed Thirty-Eight Thousand,Nine Hundred
24 Eighty-Four Dollars($38,984.00).
25 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS;
27 Section 1.The City Manager is authorized to enter into a subaward agreement with the University of
28 Arkansas at Little Rock, School of Physical Sciences — Geology Program, in an amount not to exceed
29 Thirty-Eight Thousand,Nine Hundred Eighty-Four Dollars($38,984.00),to provide one graduate student
30 and two undergraduate students to conduct water and soil sampling at four to six locations for up to twenty-
31 four months in the Fourche Creek Watershed.
32 Section 2.Funds for this project are available in Account#270409 G40DF242 63391.

1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 4.Repealer.All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
7 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
