3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH RAFTELIS FINANCIAL CONSULTANTS,
5 INC., IN AN AMOUNT NOT TO EXCEED TWO-HUNDRED FIFTY-
6 THOUSAND DOLLARS ($250,000.00) FOR THE PUBLIC WORKS DE-
7 PARTMENT SOLID WASTE SERVICES DIVISION COST-OF-SERVICE
8 RATE STUDY AND OPERATIONAL SCAN; AND, FOR OTHER
9 PURPOSES.

11 WHEREAS, it has been deemed appropriate and necessary to analyze current rates, so pursuant to
12 the request for qualifications Bid No. 3001 (January 21, 2025) to provide consulting services three (3)
13 bids were received, and Raftelis Financial Consultants, Inc. provided the most responsible and responsive
14 bid; and,
15 WHEREAS, the total cost of the project shall not exceed Two-Hundred Fifty-Thousand Dollars
16 ($250,000.00),which includes a 20%contingency, if needed.
17 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. The City Manager is authorized to enter into a contract with Raftelis Financial Consult-
20 ants, Inc., in an amount not to exceed Two-Hundred Fifty-Thousand Dollars ($250,000.00) for the Cost-
21 of-Service Rate Study and Operational Scan.
22 Section 2. Funds for this are allocated in the Solid Waste Enterprise Fund.
23 Section 3. Severability. In the event any portion of this Resolution is declared or adjudged to be
24 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
25 Resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
26 unconstitutional was not originally a part of this Resolution.
27 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
28 any provision of this ordinance are hereby repealed to the extent of such conflict.
