3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO AMEND
4 THE CONTRACT WITH GARNAT ENGINEERING LLC IN AN
5 AMOUNT NOT TO EXCEED TWENTY THOUSAND DOLLARS,
6 ($20,000.00), FOR ADDITIONAL ENGINEERING AND DESIGN FOR
7 THE NORTH VAN BUREN, HAWTHORNE AND COUNTRY CLUB
8 DRAINAGE INPROVEMENT PROJECT;AND FOR OTHER PURPOSES.

10 WHEREAS, Garnat Engineering LLC was selected pursuant to an annual statement of
11 qualifications process,bid number 2306,to provide engineering consultant services for the design
12 of North Van Buren,Hawthorne and Country Club Drainage;and,
13 WHEREAS, on September 17, 2024, the City Board of Directors adopted Resolution No.
14 16,424 to authorize the City Manager to enter into an agreement with Garnat Engineering LLC in
15 an amount not to exceed One Hundred Sixteen Thousand Dollars ($116,000.00) for the analysis
16 and design of North Van Buren,Hawthorne and Country Club Drainage;and,
17 WHEREAS,a Contract for Professional Services was executed September 27,2024,between
18 the City of Little Rock and Garnat Engineering,LLC to provide for engineering and design services
19 for this project;and,
20 WHEREAS, after completing 15% design plans and meeting with city engineering staff, it
21 was determined that additional analysis was needed to determine if existing drainage facilities
22 downstream of the proposed project have sufficient capacity to convey design drainage flows to
23 the outfall without negatively affecting nearby properties;and,
24 WHEREAS, Garnat Engineering LLC has provided a proposal to analyze the downstream
25 capacity for an amount not to exceed Twenty Thousand Dollars($20,000.00).
26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
27 THE CITY OF LITTLE ROCK,ARKANSAS:
28 Section 1. The Board of Directors hereby authorizes the City Manager to execute an
29 amendment to the Contract for Professional Services with Garnat Engineering LLC in an amount
30 not to exceed Twenty Thousand Dollars,($20,000.00)for a total contract not to exceed the amount
31 of One Hundred Thirty-Six Thousand Dollars ($136,000.00) for design of the North Van Buren,
32 Hawthorne and Country Club Drainage.

1 Section 2. Funding for this project is from the % cent Capital Improvement Sales and
2 Compensating Use Tax Funds, and the 2018 Capital Improvement Bonds as authorized by Little
3 Rock, Ark., Resolution No. 14,803. Account Activity B3B0071.
4 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
5 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
6 declaration or adjudication shall not affect the remaining portions of the resolution which shall
7 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
8 was not originally a part of the resolution.
9 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
10 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
11 inconsistency.
