Brian and Tony:
415 E. 9th Street appeared before the HDC and was approved for a COA April 10, 2003, to
restore the exterior, repair the existing wall, and various other things. The wall has collapsed and
is cordoned off with orange fencing. Should they be reminded? Also, does the COA/building
permit have to be revised, since the work continues past the one year they specified?
Brian: Can we set a time to work on the Guidelines? I'll be at the HPAA conference October 21
and David and I hope to get a week's vacation through the next week.
I'll bring by my receipts and a hard copy of the CfAC survey questions. I really would like to
pursue this, at least to get a cost estimate.

Carr Enterprises, LLC (led by Raymond Remmel) has purchased the structure located at 415 East 9*
Street in the McArthur District of Downtown Littk Rock. The property is three stories and contains
approximately 8000 square feet and is currently vacant. The structure was constructed circa 1909,
with a later addition. It was a 23-room boarding house prior to Its closing, and it has been vacant since
1991. It is our intention to completely renovate this structure complying with all historic and
appropriate guidelines established by the state of Arkansas, the city of Little Rock, and the McArthur
Historical District.
We have attached floor plans for each of the 3 floors, a site plan, and a current survey. The
construction will begin in the summer of 2003 (June if possible), and continue for approximately 7
months. We are confident that it will be a driving force in the continuing renovation of the McArthur
District and will be a fkgship for the area for marry years to come.
Our plan for this structure is o multi -unit apartment building designed for students of the University
of Arkansas - Little Rock Law School, which Is located less than a mile away. The preliminary plans toll
for 7 units, a lobby, a laundry room and a library/lounge. The lobby will include such amenities as a copy
machine, a fax machine, a worktobk:, vendtig machines, and chairs. The library/lounge will be on the 3r'
floor and contain chairs, tables and bookshelves far the residents to haw it place to work besides their
units. All external doors will be locked to avoid unauthorized uses of the equipment and facilities.
Several of the adjacent buildings are multi -family, including 2 triplexes next door. There is also on
existing apartment building directly behind this structure on 8 i Street. Multi -family units ore
certainly not uncommon in this arm, and in most cases, we the norm.
There will be no charge m elevations regarding this project, The external part of the structure will be
restwed following them historic guidelines:
a All windows will be wooden with Std. Insulated glass to match existing m much as possible.
a We will replace all Fascia and Soffit with some dimension construction, wing wood materials

❑ All dimensions and skpes of the roof will remain the same with only the shingles being remaed
and replaced with architectural shingles, and decking material replaced as needed.
❑ We will remow any of the remaining steel siding exposing all of the original wood siding, which
will be repaired where possible, and replaced where necessary, with similar or like material.
a Landscaping will consist of one and two -gallon Azalea; and a selected ground corr where
needed.
❑ A new driseway will be installed within the limits of the city code and contain a'One Way Sign.
The existing retaining wall will NOT be replaced, it will only be repaired where necessary. The
right-of-way, on the south side of 9s' Street will be clear of visual distractions such os garbog,
canisters and parked cars.
❑ A new parking lot will be designed with 12 parking spots. The adjoining triplex at 904 Commerce
has also been purchased by Corr Enterprises, LLC, but the triplex on the corner of Commerce d
9' is not. It was recently purchased by a separate outside imAm, We wi II attempt to form
on alliance with this investor (along with the other adjacent owners) to insure the most
effective design is reached for the betterment of ongoing traffic.
❑ The deck on the rear of the V floor will be constructed with V by 1' pickets and the newel
post will be 4' by 4'.
We are wry excited about the renovation of this property and we extremely anxious to begin work. If

about following the proper guidelines and regulations for such a structure. One of our main goals is to
keep the historical integrity of the area in tact as much as possible.
