AN ORDINANCE GRANTING A VARIANCE FROM VARIOUS
LOT DEVELOPMENT STANDARDS OF CHAPTER 31 OF THE
CODE OF ORDINANCES OF THE CITY OF LITTLE ROCK,
ARKANSAS; PROVIDING FOR A VARIANCE TO ALLOW A
LOT WITHOUT PUBLIC STREET FRONTAGE FOR THE
MIRACLE DEVELOPMENT SUBDIVISION — PRELIMINARY
PLAT (S-1374), LOCATED ON THE SOUTHWEST CORNER OF
I-430 AND STAGECOACH ROAD -
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS•
SECTION 1. That a variance from various lot design standards of Chapter 31 of
the Code of Ordinances is granted to provide for variances of certain requirements within
the Subdivision Regulations of the City of Little Rock for Miracle Development
Subdivision -- Preliminary Plat (S-1374) as follows:
Subsection A. That variances are granted from the provisions of Chapter 3 i,
Section 31-231 to allow Lot 3 of the Miracle Development Subdivision to develop
without public street frontage.
SECTION 2. This ordinance shall take effect thirty (30) days from and after its
passage.

Dear Mr. Price:
Enclosed please find a copy of a Ordinance adopted by the Board of Directors at their March 4,
2003 Public Hearing establishing Miracle Land Development Short -form PCD located on the
southwest corner of I-430 and Stagecoach Road. The Planning Commission made a
recommendation of approval at their February 6, 2003 Public Hearing of these requests.
As per Section 36-454 (c) of the City of Little Rock Code of Ordinances please submit three (3)
copies of the approved preliminary plan to Staff, as soon as possible, so that your file maybe
closed out. You will have three (3) years from the date of this Ordinance to submit your Final
Development Plan (Section 36-454[e]).
Also please find Ordinance No. 18,822 establishing the variances for the above referenced plat.
As per Section 31-94(e) the approved plat shall be effective and binding for one (1) year from the
date of this Ordinance. Please submit three (3) copies of the approved preliminary plat to include
all additional information requested by Staff and the Commission at their February 6, 2003 Public
Hearing.

SYNOPSIS
The applicant proposes to rezone the site C-3 to PCD to
establish a three lot plat. The plat will require a variance
from the Subdivision Ordinance, a lot without public street
frontage.
The rezoning request is a separate item on this agenda.
FISCAL IMPACT
None.
RECOMMENDATION
Staff recommends approval of the requested variance. The
Planning Commission voted to recommend approval of the
variance request, as recommended by Staff, by a vote of
10 ayes, 0 noes and 1 absent.
CITIZEN
The Planning Commission reviewed the proposed PCD
PARTICIPATION
request, including the lot variance, at its February 6, 2003
meeting. There were no objectors present. All property
owners within 200 feet of the site, all residents within 300
feet, who could be identified, and the Otter Creek
Homeowners Association, the Crystal Valley Property
Owners Association and Southwest United for Progress
were notified of the Public Hearing.
BACKGROUND The applicant proposes to subdivide this site into three
commercial lots and to rezone the site to PCD to allow for
the development of the site with a carwash on Lot 1.
The plat will require a variance from the Subdivision
Ordinance [Section 31-231] a lot without public street
frontage. Lot 3 will be served by a 30-foot access
easement located on the lot lines of Lots 1 and 2.
The applicant proposes to final plat the lots as development
is imminent and to revise the site plan when development
becomes a reality on Lots 2 and 3.
To Staff s knowledge, there are no outstanding issues
associated with the proposed development plan. Please see
the attached Planning Commission minute record and site
plan for the applicant's specific development proposal and
the staff analysis and recommendation.
