Additionally, there is dense vegetation along the south perimeter to provide more screening. No fence is required on the north perimeter because that adjacent property is zoned commercial (PCD). I did not see an issue with the fencing. I am the President of the Otter Creek Homeowner's 5/24/2006 Page 2 of 2 Association. During the communications with ERC when the Chapel Ridge apartments were in the planning stages, we thought we remembered that they had committed to putting a fence around the perimeter of the complex that backs up to the residential areas. To our knowledge, this has not been done. We mentioned this in a meeting we had with the City in April and they were going to follow up. I would like a status. Markham Little Rock, AR. 72201 Dear Jim: This is to express my concern for the absence of standards for evaluating multi -family site plans relative to bedroom count and children. The Chappel Ridge project on Stagecoach Road represents the first multi -family project to my knowledge where a major percentage of units contain three and four bedrooms. This complex will undoubtedly have a resident population of more children than can reasonably be accommodated by the land area. In my view, the developer should have been required to reduce the number of three and four bedroom units or provide adequate area for recreation, given the number of children anticipated. My concern is that ADFA programs encourage larger units because allowable rents are based on a formula of family size and income. Therefore, it can be expected that more projects similar to Chappel Ridge will develop, and the City will suffer from inadequate design. A separate issue is that the large number of children will overwhelm the schools. Our neighborhood absorbs approximately forty new homes per year. Chappel Ridge will triple that number. That experience left me 1 with a degree of compassion for those who struggle. But I have first hand knowledge of life in such places and the negative effect it can have on a neighborhood. If so, it is my fault for not writing earlier, if there was ever a chance it would have any effect. If not, I urge you and the Commission to consider its contents. My wife and I and our four children moved to Little Rock more than thirty-two years ago to pursue a career opportunity. Those children grew up in the city that we grew to love and consider home, all of them educated in the city's public school system. We have been active in church and community. In 2000 we achieved our dream of retirement, and a few months later another dream, the purchase of the first new home we have owned in forty-seven years of marriage. We thought it would be the last house we would purchase. We decorated and furnished it with care. We developed a lawn, planted flower beds, trees,. and shrubs, and have a home of which we are very proud. We are surrounded by good neighbors: young couples buying their first homes, retired couples such as we, professional people, residents in our medical school, ministers, widows, and single people who all love this neighborhood. It is a safe neighborhood, with only one entrance. Sadly, our safety is now being threatened. It is my understanding that a developer has purchased a large tract of land north of our subdivision, for the purpose of building apartments, a large percentage of which are to be government subsidized for low income citizens. Do we not have as examples of what these developments turn into in Hollingsworth Courts, Highland Park, and the ghetto near Dunbar Community Center? Is the city prepared to offer a dramatically increased police presence? And has anyone done a traffic survey to determine how Stagecoach Road is going to handle the new demands with no traffic lights between baseline and Otter Creek Road? Think about it! The neighborhoods affected by this project are Westfield, Otter Creek, Wedgewood Creek, and Pinnacle Valley. We have all invested between $140,000 and $180,000 and perhaps more in our homes and our security. There are a lot of voters and politically active citizens in these neighborhoods, and it may not be in the best interests of our elected officials to allow those apartments to be built at that particular location. The property in question is on Stagecoach Road, south of Baseline Road. Surveyors were on the property today, and I do not know its status. I noticed that Mayor Dailey removed his approval from a similar project at Baseline and Chicot Roads last week. In my opinion, a development such as this poses a much greater threat to the public safety. I and my neighbors will appreciate anything that can be done to stop this project. sin yauts. This development is on Stagecoach Road (Highway 5) and planned for 122 units with 302 bedrooms. I am sure you will hear many reasons why this request should be denied. I will focus on just one. Stagecoach Road is a major artery moving commuter traffic north and south from Saline County at speeds of 45-55 mph. There are 847 homes in the OtterCreek subdivision where I live, plus homes in Wedgewood and Westfield subdivisions. There are 1372 rental units in our neighborhood as well. ChapelRidge is designed to cater to single parents with children. As such, we can expect upward to 400 children living there. Adding another 122 units, in an area which is accessible only from Stagecoach Road, creates additional traffic and safety problems, especially for the children that live there. The developer claims that these children will attend OtterCreek Elementary. Not all of the children living in Ottercreek subdivision attend this neighborhood school, so it is likely that some of the children in ChapelRidge will be bused to other schools. Getting schools buses in and out of a single drive on a busy thoroughfare during rush hours will be traffic and safety nightmare. In the unlikely event that all these children are assigned to OtterCreek Elementary, there is no school bus service provided to transport them. LRSD does not provide bus service if you are within two miles of the school. Furthermore, there are no sidewalks to get them there on foot. So much for the ARMds First Program. It appears that ERC Properties has not planned anything to address to needs of the children. Please deny this. I am very concerned about and beina ulanned on Stagecoach P to the 122-unit multi-famil ERC complex This is the third tax credit, subsidized multi -family apartment complex that has been built within one-half mile of Otter Creek in the past several years. We have had a terrible increase in crime and vandalism to our community due to documented cases traced back to these apartment complexes. I am concerned about the concentration of these complexes in such a small area. Since I live in this area, I do not believe that the city infrastructure can handle another multi -family complex at this time. These are my areas of concern: 1. This 122-unit complex would have approximately 302 bedrooms. This number of bedrooms could conservatively be home to 400 plus children. 2. The Otter Creek Elementary School does currently have some space available but not in all grades. Even after a recent expansion, the school does not allow for this number of children and the possible growth of the established communities of Otter Creek, Westfield, Wedgewood Creek, and Plantation Acres. The developer has not allowed enough playground equipment and other recreational opportunities for this number of children. 4. The developer does not plan on providing adequate fencing of the retention pond and large drainage ditch thereby creating a safety issue for children. 5. This complex is not on the city bus route transportation thus creating a transportation issue for those without vehicles. 6. Although the developer would be required to provide sidewalks in front of the development, there are no continuous sidewalks on Stagecoach Road. This would be a great danger to pedestrian traffic attempting to go to the one grocery store in the area. T There are no plans to provide for a traffic light at the entrance of this complex. During the peak times of the day, traffic is already heavy and bumper -to - bumper. The number of vehicles this 122-unit apartment complex might have would enter Stagecoach Road with great difficulty and danger to themselves and others. I believe this project is inconsistent with the Otter Creek/Crystal Valley Neighborhood Action Plan sponsored by the City of Little Rock dated January, 2000. The goals of the Action Plan that are not being considered or met are as follows: 1. To encourage and facilitate development of owner occupied properties in our planning area. 2. To ensure area residents have access to adequate public transportation. 3. To assess the impact of all new development on the environment, areas of infrastructure, and city services prior to approval and placing a higher importance upon traffic flow as a consideration in approving or denying development in the area. Our family strongly encourages you to NOT approve this project. Among the reasons for this opposition are the following: 1. The infrastructure of this area can barely handle the population we already have, which has seen the addition of over 2,000 apartment units in the past five years, and it cannot handle any more apartments at this time. 2. The proposal lacks adequate playground equipment and other opportunities for the 400 plus children that will populate the apartment complex. 3. The open drainage ditch and retention pond on this property are serious safety issues, especially considering the number of children in the complex. 4. This area is not on a city bus route. 5. Traffic on Stagecoach Road (Highway 5) is already unreasonably congested during peak traffic times, due to the narrowing of the Highway from 4 lanes down to 2 lanes. The additional traffic will cause even further delays in response times for emergency, fire, and police vehicles in the area. 6. Without a traffic light, entering onto Highway 5 in either direction from this complex during peak traffic times will be difficult and hazardous. 7. There are no sidewalks along Highway 5 allowing for pedestrian traffic to and from the grocery store. Pedestrians will be forced to walk along the pavement of this major state highway. Among the reasons for this opposition are the following reasons: 1. The infrastructure of this area can barely handle the population we already have, which has seen the addition of over 1372 apartment units in the past five years, and it cannot handle any more apartments at this time. 2. The proposal lacks adequate playground equipment and other opportunities for the 400 plus children that will populate the apartment complex. 3. The open drainage ditch and retention pond on this property are serious safety issues, especially considering the number of children in the complex. 4. This area is not on"a city bus route. 5. Traffic on Stagecoach Road (Highway 5) is already unreasonably congested during peak traffic times, due to the narrowing of the Highway from 4 lanes down to 2 lanes. The additional traffic will cause even further delays in response times for emergency, fire, and police vehicles in the area. 6. Without a traffic light, entering onto Highway 5 in either direction from this complex during peak traffic times will be difficult and hazardous. 7. There are no sidewalks along Highway 5 allowing for pedestrian traffic to and from the grocery store. Pedestrians will be forced to walk along the pavement of this major state highway.
