The Bonds will be issued pursuant to Arkansas Code Annotated §§15-5- 101 et seq. (2000 Repl.; Supp. 2001) as amended, and for the purpose described below. The Bonds will be issued to provide funds to make a loan to finance the acquisition, construction and equipping of a multifamily rental housing project for low to moderate income households to be owned and operated by the Borrower, and to be located in the State of Arkansas, as more particularly described below.
